<br /> <br /> <br /> 33 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />Department Key Responsibilities <br />• Support shelter operations. <br />Public Works • Coordinate debris clearance and removal. <br />• Identify temporary collection and processing sites for debris. <br />• Support damage assessments and building assessments for City <br />buildings and structures. <br />• Manage repairs to City facilities. <br />Recreation & Parks • Inspect and maintain park facilities. <br />• Support shelter operations. <br />• Support debris clearing operations. <br />• Other support as necessary. <br />Water Pollution Control • Regulate collection, treatment, and disposal of wastewater. <br />Table 7: Departmental EOC Responsibilities <br />Support Organizations <br />The City of San Leandro manages all emergency response actfvitfes at the local level, if possible. Higher levels of <br />government (Alameda County, State of California, federal government) provide mutual aid and other resource <br />support as requested by the City. During a regional, statewide, or natfonal incident, higher levels of government <br />may provide coordinatfon to support a unified response. The Alameda County OA EOC manages the coordinatfon <br />of response actfvitfes throughout the OA during a complex incident, including coordinatfon with OA partners. In a <br />regional or statewide incident, the Alameda County EOC coordinates directly with the Cal OES Coastal Region <br />EOC (REOC) on behalf of the entfre OA. The REOC constantly communicates with the State Operatfons Center <br />(SOC), who coordinates resources during a statewide incident. The SOC also communicates with the FEMA <br />Region IX Office to source mutual aid and federal resources as necessary. <br />Non-profits, community-based organizatfons, and businesses may also provide resources to augment <br />government operatfons or provide services directly to impacted populatfons. Services may include public <br />informatfon support, sheltering, emergency food distributfon, social services, and mental health services. Key <br />support organizatfons in the emergency response framework include: <br />• American Red Cross <br />• Building Futures <br />• East Bay Society for the Preventfon of Cruelty to Animals (SPCA) <br />• Resilience Hubs <br />• San Leandro Unified School District <br />• San Lorenzo Unified School District <br />4.5. TRANSITION TO RECOVERY <br />As initfal and sustained operatfonal prioritfes are met, City of San Leandro emergency managers consider the <br />transitfon to recovery. Recovery often occurs on a contfnuum but is generally separated into two phases: short- <br />term and long-term. <br />Generally, a successful disaster recovery operatfon supports the community in the following: <br />• Successfully overcoming the disaster's physical, emotfonal, and environmental impacts.
