INFORMATION COLLECTION, ANALYSIS, AND <br />DISSEMINATION <br />Successful incident response relies on access to tfmely, relevant, and accurate informatfon. Collectfng, analyzing, <br />and disseminatfng informatfon is critfcal for informed decision-making. <br />6.1. INTELLIGENCE AND INFORMATION <br />Informatfon collectfon involves the processes, procedures, and systems used to gather informatfon and develop a <br />common operatfng picture. Essentfal elements of informatfon are considered critfcal intelligence for all response <br />and recovery operatfons, and may include: <br />• Injuries and fatalitfes <br />• Deployments and/or demobilizatfons <br />• Changes in conditfons affectfng the response <br />• Enhanced situatfonal status of disproportfonately impacted and diverse populatfons <br />• Conditfons that affect the capability to respond <br />Essentfal elements of informatfon are collected from a variety of sources: <br />• Field reports from incident command posts and incident locatfons <br />• Coordinatfon calls and situatfon reports from other agencies at all levels of government <br />• Traditfonal and social media <br />• Calls from the community/disaster hotline <br />• Windshield surveys <br />• Inspectfons of infrastructure and facilitfes <br />• Other public reports <br />The EOC analyzes, confirms, and verifies all informatfon received. Once informatfon is deemed credible, it may be <br />disseminated to other response agencies, partner organizatfons, and the public. The EOC uses Situatfon Reports, <br />EOC Actfon Plans (EAPs), and other status reports to deliver priority informatfon to response partners. <br />6.2. PUBLIC INFORMATION <br />During all disasters, public informatfon is coordinated to ensure a consistent message. Once actfvated, the EOC <br />manages the disseminatfon of tfmely and accurate public warnings. The Public Informatfon Officer (PIO) is <br />responsible for emergency alerts and media coordinatfon within the EOC. <br />Joint Information System <br />A Joint Informatfon System (JIS) may be actfvated in complex incidents to support public informatfon <br />coordinatfon. The JIS is the broad mechanism that organizes, integrates, and coordinates informatfon to ensure <br />tfmely, accurate, accessible, and consistent messaging actfvitfes across multfple departments or jurisdictfons. The <br />JIS includes the plans, protocols, procedures, and structures for public informatfon. <br />The Joint Informatfon Center (JIC) is a central locatfon that facilitates the operatfons of the JIS. The JIC provides a <br />physical or virtual space where public informatfon personnel performs critfcal emergency informatfon functfons,
