DISASTER ASSISTANCE PROGRAMS <br />This is not intended to be a comprehensive list of disaster assistance programs, but to provide an overview of <br />programs commonly used to support cost recovery. <br />Assistance Program Details <br />Public Assistance Program FEMA's Public Assistance (PA) grant program provides federal assistance to <br />government organizations and certain private nonprofit organizations <br />following a presidential disaster declaration. Eligible projects include debris <br />removal, life-saving emergency protective measures, and the repair, <br />replacement, or restoration of disaster-damaged publicly owned facilities, and <br />the facilities of certain private nonprofit organizations. The PA program also <br />encourages the protection of these damaged facilities from future events by <br />providing financial assistance for hazard mitigation measures during the <br />recovery process.35 The federal share of assistance is up to 75 percent of the <br />eligible cost. In some cases, such as during the COVID-19 recovery process, the <br />federal share may reimburse up to 100% of eligible costs.36 <br />California Disaster <br />Assistance Act <br />The California Disaster Assistance Act (CDAA) authorizes Cal OES to administer <br />a disaster assistance program that provides state funding for costs incurred by <br />local governments due to a disaster event. Funding for the repair, restoration, <br />or replacement of public real property damaged or destroyed by a disaster is <br />made available when the Director concurs with a local emergency <br />proclamation requesting state disaster assistance. The program also provides <br />for the reimbursement of local government costs associated with certain <br />emergency activities undertaken in response to a state of emergency <br />proclaimed by the Governor. In addition, the program may provide matching <br />fund assistance for cost-sharing required under federal public assistance <br />programs in response to a Presidential Major Disaster or Emergency <br />Declaration. Generally, the state share reimbursed to an applicant agency is no <br />more than 75% of the eligible project costs. <br />Fire Management Assistance <br />Grant <br />The Fire Management Assistance Grant (FMAG) program provides <br />supplemental federal assistance to states and affected local governments for <br />the mitigation, management, and control of fires burning on publicly or <br />privately owned forests or grassland. A local fire agency must request an <br />FMAG through the Marin OA EOC to the Cal OES Fire and Rescue Branch or the <br />California State Warning Center (CSWC) while the fire is burning uncontrolled. <br />Cal OES coordinates with FEMA on an expedited basis and a funding decision is <br />rendered in a matter of hours.37 <br />Community Disaster Loan FEMA’s Community Disaster Loan program provides forgivable loans capped at <br />$5 million to units of local government based on real revenue shortfalls due to <br />a presidentially declared disaster.
