<br /> <br /> <br /> 34 CITY OF SAN LEANDRO <br />EMERGENCY OPERATIONS PLAN <br />• Reestablishing an economic and social base that ins�lls confidence in the community members and <br />businesses regarding community viability. <br />• Rebuilding by integra�ng the func�onal needs of all residents and reducing its vulnerability to all <br />hazards. <br />• Demonstra�ng a capability to be prepared, responsive, and resilient in dealing with the consequences of <br />disasters. <br />The primary objec�ve of short-term recovery opera�ons is to return vital life support systems to minimum <br />opera�ng standards. Short-term recovery ac�vi�es may include: <br />• Damage assessment <br />• Debris removal <br />• U�lity restora�on (i.e., water and power services) <br />• Essen�al transporta�on restora�on <br />• Provision of temporary housing <br />Damage Assessment <br />Informa�on on the level of damages or status of safety hazards supports situa�onal awareness and iden�fies <br />gaps in survivor needs following an incident. The damage assessment process consists of several steps. <br />• Rapid Damage Assessment: Conducted to locate and iden�fy casual�es and hazards and to aid the <br />direc�on of response efforts. <br />• Ini�al Damage Es�mate: Conducted to iden�fy and document damage and ini�al cost es�mates to <br />support requests for state and federal assistance. <br />• Joint Preliminary Damage Assessment: Conducted to determine the impact and magnitude of damage <br />and the resul�ng unmet needs of the community and ul�mately provide financial assistance for <br />recovery. <br />Long-Term Recovery <br />Long-term recovery ac�vi�es typically focus on restoring the City to a “normal” pre-disaster state or an improved <br />“new normal” state with increased resilience. Long-term recovery requires significant planning to maximize <br />opportuni�es and mi�gate risks a�er a major incident. Long-term recovery can con�nue for years and may <br />include the following: <br />• Reconstruc�ng public and private facili�es and infrastructure. <br />• Planning and rebuilding of housing. <br />• Implemen�ng waivers, zoning changes, and other land-use legisla�on to promote recovery. <br />• Providing long-term assistance to displaced families, including financial support and social and health <br />services. <br />• Restoring the local economy to pre-disaster levels. <br />• Integra�ng mi�ga�on strategies into rebuilding efforts. <br />• Recovering disaster-related costs. <br />Following a significant incident, the City of San Leandro or Alameda County may open a Local Assistance Center <br />(LAC) to support recovery. LACs provide a centralized loca�on for services and resource referrals for unmet
