4. Mitigation Monitoring and Reporting Program <br /> <br />San Leandro Treatment Wetland <br />IS/MND <br />4-1 February 2024 <br /> <br />4. MITIGATION MEASURES AND MITIGATION MONITORING AND REPORTING PROGRAM <br />This chapter summarizes the mitigation measures that would be integrated into the Proposed Project to reduce <br />the potentially significant impacts to a less-than-significant level. Also provided is a Mitigation Monitoring and <br />Reporting Program (MMRP) organized in a tabular format, keyed to each mitigation measure incorporated into <br />the Project. The tables following each measure provide a breakdown of how the mitigation measure would be <br />implemented, who would be responsible, and when it would occur. The tables consist of four column headings <br />which are defined as follows: <br />• Implementation Procedure: If needed, this column provides additional information on how the <br />mitigation measures would be implemented. <br />• Monitoring and Reporting Actions: This column contains an outline of the appropriate steps to verify <br />compliance with the mitigation measure. <br />• Monitoring Responsibility: This column contains an assignment of responsibility for the monitoring <br />and reporting tasks. <br />• Monitoring Schedule: The general schedule for conducting each monitoring and reporting task, <br />identifying where appropriate both the timing and the frequency of the action. <br />Air Quality <br />Mitigation Measure AQ-1: Implement BAAQMD Basic Construction Mitigation Measures <br />The following BAAQMD BMPs shall be implemented during construction through contractual and <br />specification requirements: <br />• Exterior demolition and construction areas shall be watered periodically to minimize the <br />generation of dust and dirt. <br />• All visible mud or dirt track-out onto adjacent public roads shall be removed using wet power <br />vacuum street sweepers when required. The use of dry power sweeping is prohibited. <br />• All vehicle speeds on unpaved roads shall be limited to 15 miles per hour. <br />• All roadways, driveways, and sidewalks to be paved shall be completed as soon as possible. <br />Building pads shall be laid as soon as possible after grading unless seeding or soil binders <br />are used. <br />• Idling times shall be minimized either by shutting equipment off when not in use or reducing <br />the maximum idling time to 5 minutes (as required by the California airborne toxics control <br />measure, 13 CCR § 2485).59 Clear signage shall be provided for construction workers at all <br />access points. <br />• All construction equipment shall be maintained and tuned in accordance with manufacturer <br />specifications. All equipment shall be checked by a certified visible emissions evaluator. <br />• A publicly visible sign shall be posted with the telephone number and person to contact at the <br />lead agency regarding dust complaints.
