4. Mitigation Monitoring and Reporting Program <br /> <br />San Leandro Treatment Wetland <br />IS/MND <br />4-2 February 2024 <br /> <br />within 48 hours. BAAQMD‘s phone number shall also be visible to ensure compliance with <br />applicable regulations. <br />Implementation Procedure Monitoring and Reporting Actions Monitoring <br />Responsibility Monitoring Schedule <br />City shall require <br />BAAQMD’s Basic <br />Construction Measures be <br />included in contractor bid <br />specifications. <br />City reviews contractor bid <br />documents <br />City Prior to construction <br />Contractor implements <br />measures in the program. <br />City documents that <br />measures are being <br />implemented <br />City’s <br />construction <br />manager <br />During construction <br />Biological Resources <br />Mitigation Measure BIO-1: Avoid and Minimize Impacts to Salt Marsh Wandering Shrew. <br />The following mitigation measures are recommended to avoid potential impacts to salt marsh <br />wandering shrew: <br />• A CDFW-approved biologist shall conduct a preconstruction survey for the salt marsh <br />wandering shrew at the appropriate time of day within the work area within 48 hours prior to <br />the commencement of construction activities. The survey shall entail the biologist walking the <br />work area limits to determine the possible presence of shrews. The biologist shall investigate <br />all potential areas that may be utilized by this species for breeding, sheltering, movement, <br />and other essential behaviors. <br />• Prior to vegetation removal, upland portions of the site shall be mowed for the purpose of <br />removing cover and encouraging salt marsh wandering shrew to seek cover in the areas <br />outside of the construction area. <br />• After vegetation is removed, silt exclusion fencing with wire-mesh backing shall be installed by <br />hand along all tidal channels to prevent salt marsh wandering shrew from entering the active <br />work area, to protect adjacent habitat from construction activities or accidental spills, and to <br />exclude workers from adjacent habitat. <br />• If a salt marsh wandering shrew is observed in or near the Project area, all construction shall <br />cease until the salt marsh wandering shrew is captured by a CDFW‐approved biologist <br />possessing the appropriate permits and relocated to other suitable habitat on the Project site <br />in accordance with a pre‐approved SSRP. A brief SSRP shall be submitted to and approved by <br />the CDFW and USFWS prior to the re-initiation of any Project activities. <br />• The area beneath vehicles or equipment parked in the Project area shall be checked for the <br />presence of salt marsh wandering shrew before being moved, during construction, and during <br />movement of staging materials within the entire project site. <br />• Vehicle speed limits on the Project site shall not exceed 10 miles per hour. <br />
