3. Environmental Checklist <br /> <br />San Leandro Treatment Wetland <br />IS/MND <br />3-55 February 2024 <br /> <br />conditions. Therefore, given the existing background noise levels in the area and the estimated <br />attenuated construction noise level at the nearest residences, construction noise associated with the <br />Project would not exceed the City’s noise policies, and this impact would be less than significant. <br />Following construction, the only permanent noise source that would be associated with the Project <br />would be pumps to and from the nitrification system, which would generate insignificant noise at <br />levels below ambient conditions at the closest residences. Therefore, long-term operation noise <br />associated with the Project would not exceed the City’s noise policies, and this impact would be less <br />than significant. <br />Impact Designation: Less than Significant Impact. <br />b) Generate excessive vibration or ground borne vibration. Vibration impacts from construction activities <br />primarily occur as a result of large or impact equipment. The Proposed Project would not include <br />blasting, drilling, or other activities typically associated with ground borne vibration or ground borne <br />noise. Construction of the Proposed Project will result in a very minor increase in ground borne <br />vibration or ground borne noise levels during specific activities, such as soil movement and placement <br />within the Basin, and temporary vehicular access along Davis Street and within the WPCP. The <br />temporary increase in ground borne vibration and noise levels associated with these periodic <br />occurrences are not expected to be excessive, will be temporary in nature, and will cease upon <br />completion of construction. <br />Impact Designation: Less than Significant Impact. <br />c) Noise impacts to airports. OAK airport is located immediately north of the Proposed Project site. <br />Implementation of the Proposed Project will not change the exposure of staff at the WPCP to <br />additional airport-related noise and is not expected to expose people residing or working in the <br />Proposed Project area to excessive noise levels. <br />Impact Designation: No Impact. <br />Cumulative Impacts on Noise <br />The WPCP is located in an area of San Leandro dominated by various industrial land uses and several streets <br />in the Project vicinity are designated truck routes in the San Leandro General Plan.46 In support of the Oyster <br />Bay Regional Shoreline Land Use Plan Amendment, EBRPD commissioned a noise study in 2013 to perform <br />baseline monitoring and inform potential impacts associated with improvements to the Oyster Bay Regional <br />Shoreline.47 Baseline measurements were collected near the Proposed Project and are believed to remain <br />generally consistent under existing conditions. Along the designated truck routes near the Proposed Project, <br />noise can range between 65-80 DNL (day-night average noise level).48 Waste Management and the San <br /> <br />46 City of San Leandro. 2016.
