3. Environmental Checklist <br /> <br />San Leandro Treatment Wetland <br />IS/MND <br />3-56 February 2024 <br /> <br />Leandro Gun Club are located adjacent to the proposed Davis Street access. OAK is located approximately one- <br />half mile to the north, and many other industrial and commercial businesses are located in the immediate <br />vicinity. A jet flyover at 1,000 feet has an average noise level of 100 dBA.49 <br />The Proposed Project's impact on the noise and vibration environment would be localized within an existing <br />industrial area characterized by moderately high baseline noise levels. For the Proposed Project to contribute <br />to cumulative construction noise impacting sensitive receptors, another nearby project would need to be under <br />construction simultaneously. However, there are no foreseeable development projects near the Proposed <br />Project site currently in planning stages that could be constructed and operational in the near future. <br />The most significant cumulative projects in close vicinity are the future Monarch Bay Shoreline Development <br />Project, located approximately 1.2 miles south, and the ongoing implementation of the Oyster Bay Regional <br />Shoreline Land Use Plan Amendment, situated immediately south of the Proposed Project. The latter project <br />involves on-going maintenance and soil movement that does not generate significant noise levels. <br />Construction and operation of the Proposed Project would not expose residents to noise levels violating <br />applicable codes or policies, nor would it lead to an increase in ambient noise levels. The distance between the <br />Project site and the nearest cumulative project ensures that the combined effect would not expose nearby <br />offsite sensitive receptors to higher construction and operation noise levels already predicted under the <br />Proposed Project. Therefore, the noise generated by the Proposed Project, in conjunction with nearby <br />cumulative projects, would result in a less-than-significant impact. <br /> <br />49 City of San Leandro. 2016.
