issued prior to or concurrent with the Building Permit. The San Leandro Municipal <br />Code can be found at http://www.sanleandro.org/about/municipal code.asp. <br />13. Per San Leandro Municipal Code §7-12, "Grading, Excavations and Fills", the <br />applicant shall submit a Soils Report, as said term is defined in subsection <br />1 00(aa), for City review. The City reserves the right to offer comments once the <br />report is submitted. <br />14.According to the December 30, 1992 letter from the California Regional Water <br />Quality Control Board, underground gasoline and waste oil tanks were removed <br />from the property for the former Lloyd Wise Nissan use. No further soil or <br />groundwater remediation was recommended. The Soils Report provided should <br />address this finding. <br />15. The Soils Report shall include information on the depth of the groundwater table <br />and recommendations on the proximity of the proposed bioretention areas to the <br />building foundations. <br />16. Because the project creates or replaces more than 10,000 SF of impervious <br />surface, it is considered a Regulated Project according to Provision C.3.b of the <br />San Francisco Bay Region Municipal Regional Stormwater NPDES Permit <br />(Order No. R2-2015-0049, NPDES Permit No. CAS612008, adopted <br />11/19/2015). Regulated projects must provide stormwater treatment and source <br />control measures in compliance with the above referenced Order and that follow <br />the guidance of the Alameda County Clean Water Program (ACCWP) C.3 <br />Technical Guidance document. The size of the bio-retention surface area <br />allowed to be counted toward stormwater treatment is the surface area of the <br />soil between the top of the soil surface and the rim grade of the overflow <br />structure. Areas of the bio-retention area side slopes above the overflow <br />structure cannot be counted as providing treatment. <br />17. The project is subject to a Construction General Permit according to the National <br />Pollutant Discharge Elimination System (NPDES) General Permit No. <br />CAS000002. The general permit is applicable to construction sites that disturb <br />one or more acres of land surface. The applicant will be required to register the <br />project with the State Water Board's Storm water Multi-Application and Report <br />Tracking System (SMARTS) website. A Qualified SWPPP Developer (QSD) and <br />a Qualified SWPPP Practitioner (QSP) must be responsible for permit <br />compliance. The SMARTS system will generate a Waste Dischargers <br />Identification (WDID) number which must be printed on the grading and/or <br />erosion control plans. <br />18. The applicant shall submit a detailed Operations and Maintenance agreement <br />for any stormwater treatment measures installed on-site in accordance with <br />Municipal Regional Permit Section C.3.h. The O&M agreement shall be required <br />prior to Grading Permit issuance. <br />19. The City of San Leandra's North Area Storm Drainage Study (Project #140-31- <br />040) by McGill Martin Self, Inc. (most recent revision dated May 2005) identified <br />deficiencies along the gutters on the Durant Avenue property frontage that <br />require correction for proper site drainage.
