6. Utility laterals and services to be disused and discontinued as a result of the <br />project shall be entirely removed and capped at the main line. <br />7. Utility services to the site shall be placed underground. <br />8. The proposed development is denser and contains more units than permitted by <br />the zoning code. Applicant shall pay for an evaluation of the impact of this <br />development on the Sanitary Sewer collection system. The City has a computer <br />model of the collection system that was prepared by Woodard and Curran, <br />consultants. City will engage Woodard and Curran to update the model and <br />evaluate the ability of the collection system to accommodate sewage from the <br />development. The cost of this effort will be funded by the Applicant. <br />9. The City of San Leandra's 2015 Sanitary Sewer Capacity Study and Master <br />Plan, Table ES-2 "Recommended Capacity Improvement Projects", identifies <br />Project ID 9, Farrelly Drive Relief, as a deficient segment of the sanitary sewer <br />network downstream of the subject project. The applicant shall design and <br />construct the improvements identified as Project ID 9 in the Master Plan and any <br />additional improvements deemed necessary by the updated collection system <br />evaluation discussed above. The cost of the improvements will be eligible for <br />credit against any connection fees up to 100% credit. Applicant shall submit <br />estimated costs to the City for approval before proceeding with either design or <br />construction. Applicant shall obtain City approval for the construction plans and <br />an encroachment permit before beginning construction. In the event that costs <br />are projected to exceed the applicants connection fees, City will either enter into <br />an agreement for payment of the overage to the Developer or City may elect to <br />construct the work. <br />10. Video records indicate the presence of cracks and fracturing within the City's <br />sanitary sewer main running along the southern property line that may continue <br />to worsen and eventually negatively impact service laterals connected to this <br />line. Applicant shall either connect to another sewer main or repair the subject <br />main by slip-lining the length of the pipe on private property using proven <br />technologies for this purpose. All connections shall be in conformance with San <br />Leandro Municipal Code Chapter 3-14, "Uniform Wastewater Discharge <br />Regulations". The cost of the improvements to this sewer line will be eligible for <br />credit against any connection fees up to 100% credit. Applicant shall submit <br />estimated costs to the City for approval before proceeding with either design or <br />construction. Applicant shall obtain City approval for the construction plans and <br />an encroachment permit before beginning construction. In the event that costs <br />are projected to exceed the applicants connection fees, City will either enter into <br />an agreement for payment of the overage to the Developer or City may elect to <br />construct the work. <br />11. The Applicant shall dedicate a 1 O' wide Public Sanitary Sewer Easement along <br />the southern property line to the City. This dedication shall be accepted and <br />recorded prior to issuance of the Certificate of Occupancy. <br />12.A Grading Permit will be necessary for the project. The requirements for said <br />permit are indicated in San Leandro Municipal Code §7-12.
