Consulting Services Agreement between City of San Leandro and Exhibit A <br />GPA Consulting for Environmental Services for Lake Chabot Road Erosion Repairs Page 2 of 11 <br /> <br />• The PES Form will be completed pursuant to Caltrans’ Standard Environmental Reference (SER) and <br />Local Assistance Procedure Manual (LAPM); it will include an explanation for all checklist answers, and <br />all attachments necessary to support conclusions in the PES. <br />• After draft review by the City, the PES with revisions will be finalized and submitted to Caltrans with <br />coordination as needed for review and approval of the document. <br /> <br />Task 2 Deliverables: One electronic copy of the Draft and Final PES Form <br /> <br />Task 3 –Technical Studies <br />Task 3.1: Natural Environmental Study <br />• The construction activities will require work within vegetated areas and may require work within the limits <br />of the San Leandro Creek corridor. <br />• If the construction activities would remain outside of the San Leandro Creek corridor, the appropriate level <br />of documentation would likely be a Natural Environment Study (Minimal Impact) (NES (MI)). However, if <br />encroachment in the creek is required, an NES to address potential impacts on biological resources within <br />these areas will likely be required. <br /> <br />Background Research and Study Area Delineation <br />• Available data on biological resources recorded within and near the project area will be reviewed, <br />including all special-status plant and wildlife species with the potential to be in the project area. This <br />review will include conducting searches in databases such as the California Natural Diversity Database <br />(CNDDB) and the National Wetlands Inventory (NWI) and California Native Plant Society. A list of <br />special-status species with the potential to be in the project area will be requested from the United States <br />Fish and Wildlife Service (USFWS) and National Oceanic and Atmospheric Administration (NOAA <br />Fisheries). Background data and project construction design plans will be utilized to delineate the <br />Biological Study Area (BSA), which will be used as the boundary for field surveys and project analysis. <br />• After the data has been reviewed, a BSA map will be created to be used for the biological analysis. <br /> <br />Biological Field Reconnaissance <br />• A systematic survey of the BSA for plant and wildlife species will be conducted, their signs, and/or <br />potential habitat. All botanical and wildlife resources observed in the BSA will be inventoried, and all <br />existing vegetation communities in this area will be identified and recorded. Botanical surveys will be best <br />conducted during the blooming period for special-status plants with potential to be in the project area <br />(March and May), if feasible. Special attention will be given to tree and vegetation species that would be <br />impacted (e.g. trimmed or removed) during construction. <br />• Other sensitive biological resources that will be assessed during the reconnaissance include the presence <br />of wildlife movement corridors, habitat linkages, and the presence of potentially jurisdictional wetlands, <br />waters of the U.S. and waters of the state. <br /> <br />Natural Environmental Study Documentation <br />• The results of the research and surveys studies will be summarized in a NESMI or NES report. The NES <br />will include a discussion of the existing biological resources in the BSA, potential project impacts on these <br />resources, and proposed measures to avoid, minimize, and or mitigate these impacts. The NES will <br />provide conclusions regarding project impacts on federally and/or state threatened or endangered species <br />and will outline any future protected species consultations that may be required with resource agencies to <br />obtain project approvals and environmental permits. <br />• Vegetation mapping will be performed in accordance with the National Vegetation Classification and A <br />Manual of California Vegetation.
