Vegetation communities and special-status resources, including plants and wildlife observed <br />on site, will be digitized into a Geographical Information System (GIS) format. <br />• A draft report will be submitted and coordinated with the City and Caltrans as needed for review and <br />approval of the report. <br /> <br />Task 3.1 Deliverables: One electronic copy of the Draft and Final NES or NES (MI) Report <br /> <br />Task 3.2: Noise and Vibration Memorandum <br />• A technical noise memorandum will be prepared to evaluate short-term construction noise and <br />groundborne vibration impacts associated with the proposed construction activities. The technical <br />memorandum will include a description of the existing noise environment, based on existing <br />environmental documentation/information and a review of site reconnaissance data. Predicted <br />construction-generated noise and groundborne vibration levels will be quantified in accordance with <br />Caltrans-recommended methodologies and guidance. <br />• The significance of noise and groundborne vibration impacts will be assessed in comparison to applicable <br />standards and recommended thresholds. <br />• Construction noise levels will be quantified based, in part, on project-specific construction information. <br />• Measures will be identified to avoid, minimize, and/or mitigate for significant or potentially significant <br />impacts from construction noise and groundborne vibration. <br /> <br />Task 3.2 Deliverables: One electronic copy of the Draft and Final Noise & Vibration Memo <br /> <br />Task 3.3: Phase I Initial Site Assessment <br />• A Phase 1 Initial Site Assessment (ISA) would be prepared in accordance with ASTM E1527-21 and <br />Caltrans standards to evaluate the project site and adjacent properties for evidence of Recognized <br />Environmental Conditions (REC) and/or potential RECs that may significantly impact the constructability, <br />feasibility, and/or cost of the project. The ISA will include a historical records review, environmental <br />records review, site reconnaissance, interviews with pertinent knowledgeable persons, and environmental <br />sampling. <br />• Soil samples for ADL analysis will be collected at both slide areas. Samples of thermoplastic roadway <br />striping will also be collected. These samples will be used to assess if lead is present at concentrations <br />that exceed hazardous waste limits. <br />• A single ISA report will be prepared that includes both Site A and Site B. The report will include, but not <br />necessarily be limited to, the following: description of the project alignment and vicinity; summary of the <br />local geologic and hydrogeologic conditions; summary of the historical record review; findings from the <br />environmental records review; site reconnaissance observations including pertinent photos; <br />environmental sampling analytical results; interview results; findings and conclusions, and <br />recommendations as warranted by the findings. <br /> <br />Task 3.3 Deliverables: One electronic copy of the Draft and Final ISA Report <br /> <br />Task 3.4: Environmental Sampling <br />• Soil samples will be collected by hand auger from up to 8 locations along Lake Chabot Road (four <br />locations at Site A, four locations at Site B). Up to three soil samples will be collected and analyzed from <br />each location (for a total 24 soil samples) to be analyzed for total lead. Samples with total lead <br />concentrations exceeding threshold limits will be further analyzed for soluble lead (both WET and TCLP <br />methods). Select soil samples will also be analyzed for corrosivity (soil pH). <br />• In addition, one sample each of the white and yellow thermoplastic striping material within Lake Chabot <br />Road will be collected and analyzed for lead and cadmium concentrations that exceed hazardous waste. <br />Docusign Envelope ID: 78E72B1A-FA71-4376-9F02-D7D222FBE69F
