Consulting Services Agreement between City of San Leandro and Exhibit A GPA Consulting for Environmental Services for Lake Chabot Road Erosion Repairs Page 5 of 11 • Based on this consultant’s experience with similar projects, it will be assumed a Section 4(f) Evaluation would be required to confirm the project would not impact potential surrounding Section 4(f) resources. • All existing documentation will be referenced and any outstanding research related to attributes of the resource will be performed, to produce a Section 4(f) Evaluation that will describe the Section 4(f) property, potential project impacts, avoidance alternatives, findings, and measures to minimize project impacts. Any necessary public outreach efforts will be performed and coordinated, as appropriate, with the agency with jurisdiction over the 4(f) property to obtain the appropriate concurrence on the 4(f) determination. • This Consultant assumes a finding of De Minimis. Task 3.6 Deliverables: One electronic copy of the draft and Final Section 4(f) De Minimis Task 3.7: Quality Assurance/Quality Control • In order to maintain efficient and high-quality environmental documentation, Consultant will perform thorough and accurate technical reviews of all deliverables prior to submittal to the City and/or Caltrans. Staff understanding and proficiency of NEPA and CEQA requirements, as well as familiarity with the Caltrans Annotated Outlines, will ensure minimal comments are received on all documents submitted. Additionally, comment matrices will be prepared to track comments, responses, and revisions received on all deliverables. Task 3.7 Deliverables: Document Reviews; Comment Matrices Task 4 – Environmental Comments Record • Once all technical studies required for NEPA approval have been reviewed and accepted by Caltrans, an Environmental Commitments Record (ECR) will be prepared, in Caltrans’ most current format. The ECR will document all measures that the City is responsible for implementing to avoid, minimize and/or mitigate identified environmental impacts. • The ECR will be used by Caltrans staff to prepare the NEPA CE. Task 4 Deliverables: One electronic copy of the ECR Task 5 – Project Management Task 5.1: Project Management • Throughout the period of performance, the Consultant’s Project Manager (PM) shall maintain a clear line of communication with the City and will conduct regular status checks to ensure all tasks are on schedule and within budget. • A detailed schedule will be developed at project initiation, and an updated schedule will be maintained throughout the project duration. • Monthly progress report that includes the progress of each task to support monthly invoices will be submitted. • Electronic copies of the complete environmental record of the project will be maintained and copies of all documentation provided to the City.
