Consulting Services Agreement between City of San Leandro and Exhibit A <br />GPA Consulting for Environmental Services for Lake Chabot Road Erosion Repairs Page 6 of 11 <br /> <br />Task 5.2: Meetings <br />• The contract period is expected to last approximately twelve months. <br />• Consultant will attend one kick-off meeting with the City, one kick-off meeting with Caltrans (if required), <br />and one meeting per month throughout the contract period. <br />• Except for the Caltrans PES meeting, it is assumed that all other meetings will be held virtually, and each <br />virtual meeting will last up to one hour. <br />• Consultant will facilitate monthly meetings and prepare agendas and meeting minutes for distribution to <br />the PDT. <br /> <br />Task 5.2 Deliverables: Agendas and Meeting Minutes for up to two kick-off meetings and up to 12 PDT <br />meetings <br /> <br />Task 6 – Refinements to Scope (Optional Tasks) <br />Task 6.1: CEQA Statutory Exemption <br />• If requested, Consultant will assist the City with meeting its Lead Agency requirements under California <br />Environmental Quality Act (CEQA). <br />• Based on the information provided in the RFP and by the Prime Consultant, it is anticipated the project <br />will fall under the Statutory Exemptions (SE) for Emergency Projects (CEQA Section 15269). <br />• A memorandum to support the filing of the Statutory Exemption will be prepared. <br /> <br />Task 6.1 Deliverables: Notice of Exemption and Memorandum <br /> <br />Task 6.2: Initial Study/Environmental Assessment <br />• Although not anticipated, if circumstances change and the project no longer qualifies for an SE under <br />CEQA, or a CE under NEPA, the preparation of a CEQA IS and NEPA EA may be required. <br />• Caltrans typically recommends preparing a joint CEQA/NEPA document. A combined document is the <br />most efficient means to comply with state and federal requirements, therefore, this optional task includes <br />the preparation of a joint CEQA/NEPA document if required for this project. <br /> <br />Task 6.2.1: Administrative Draft IS/EA <br />• Following completion of all appropriate technical analysis, Consultant will reference the results of these <br />studies, as well as other background research, to prepare the environmental document. For the purpose <br />of this scope, it is assumed the appropriate level of documentation would be an Initial <br />Study/Environmental Assessment (IS/EA). <br />• The Administrative Draft IS/EA will be consistent with CEQA Guidelines Appendix G, the Caltrans <br />Annotated Outline for EAs, and accessibility requirements. The document will include all required sections <br />for an IS/EA and will address on-site and off-site impacts of the project. <br />• On completion, the Administrative Draft IS/EA will be submitted to the City for review and comment. After <br />addressing City comments, the Administrative Draft IS/EA will be forwarded to Caltrans for review. <br /> <br />Task 6.2.2: Public Review/Draft <br />• Once the Administrative Draft IS/EA has been approved by the City, the Draft IS/EA (with MND) will be <br />prepared and transmitted to Caltrans for review. Coordination with Caltrans staff will ensure that the <br />sections are formatted for ease of use and to meet the criteria for the IS/EA templates. <br />• Upon receipt of Caltrans comments, the Draft IS/EA will be revised and re-submitted to Caltrans for a <br />second review. <br />• Assuming no further comments from Caltrans, Consultant will coordinate with the City to circulate the <br />Draft IS/EA to the public for the 30-day public review period.
