Hard copies of the document <br />will be delivered to area libraries, and a file of any comments received during the circulation period for use <br />in preparing the final document will be maintained. <br />• No additional local postings are included under this task. <br /> <br />Task 6.2.3: Final Draft <br />• Following circulation of the Draft IS/EA (with MND), Consultant will coordinate with the City and Caltrans <br />to prepare responses to any public comments received and incorporate the responses and any required <br />revisions into the document. It is assumed that no more than ten public comments will be received. <br />• The Caltrans-required ECR, which can also serve as the City’s Mitigation Monitoring Reporting Plan <br />(MMRP), will be prepared. <br />• A Final IS/EA will be prepared and submitted to the City for review. <br />• Further revisions, as needed, will be conducted to obtain approval to finalize the document. <br />• The Final IS/EA will be forwarded to Caltrans for review. Any additional comments from Caltrans will be <br />incorporated; Consultant will coordinate with Caltrans to obtain a Finding of No Significant Impact <br />(FONSI) for the project. <br />• Upon completion of the Final IS/EA, with City coordination, a Notice of Determination for the project will <br />be filed within five days of approval. <br /> <br />Task 6.2 Deliverables: One electronic copy of the Admin Draft IS/EA; one electronic copy and three <br />hard copies of the Draft IS/EA; one electronic copy of the Final IS/EA; NOC, <br />NOI, SCH form, NOA, NOD <br /> <br />Task 6.3: Aquatic Resources Delineation <br />• Because the San Leandro Creek is a natural creek that flows to the San Francisco Bay, it is expected to <br />fall under the jurisdiction of the United States Army Corps of Engineers (USACE), Regional Water Quality <br />Control Board (RWQCB), and California Department of Fish and Wildlife (CDFW). If work is required <br />within the jurisdictional limits of the San Leandro Creek corridor, an Aquatic Resources Delineation to <br />support the CEQA, NEPA, and permitting processes will be prepared. <br /> <br />Field Delineation <br />• Jurisdictional wetlands and waters of the U.S. will be delineated as defined by the USACE, State Water <br />Resources Control Board, and CDFW. To identify the boundaries of the waters of the U.S., the ordinary <br />high-water mark will be identified for San Leandro Creek within the BSA using the USACE’s 2008 Field <br />Guide to the Identification of the OHWM in the Arid West Region of the Western United States. The actual <br />presence or absence of wetlands in the BSA will be verified through an analysis of hydrologic conditions, <br />hydrophytic vegetation, and hydric soils in accordance with the USACE 2008 Regional Supplement to the <br />Corps of Engineers Wetland Delineation Manual: Arid West Region and its 1987 Corps of Engineers <br />Wetlands Manual. <br />• The spatial limits of all wetlands and/or other waters of the U.S. and state will be mapped according to <br />USACE minimum mapping standards. <br /> <br />Reporting and Mapping <br />• Existing site conditions on waters of the U.S. and waters of the state will be summarized in an Aquatic <br />Resources Delineation Report.
