<br />Consulting Services Agreement between City of San Leandro and Last revised [10/02/2024] <br />Navigating Preparedness for LHMP Development Page 18 of 3 <br />activities, agencies that have the authority to regulate development, as well as other to be <br />determined interests are involved in the planning process as required by 44 CFR 201.6 (b)(2). <br />NPA shall ensure the City meets the new FEMA guidelines by facilitating at least two (2) public meetings <br />mentioned above in partnership with the City to provide information to and solicit input from the public, <br />the LHMP update process, its proposed mitigation activities, and identifying community concerns. Based <br />on lessons learned from working on approved LHMP reviewed using the latest FEMA guidance, we <br />recommend conducting targeted outreach to traditionally underserved communities. <br />Additionally, NPA shall develop content for the City’s website and social media platforms to inform the <br />communities about plan development and a press release for the public comment period. <br />NPA shall provide a Hazard Mitigation Survey to learn from residents and businesses about their <br />knowledge of hazard mitigation and level of preparedness. This information can help the City develop <br />mitigation strategies and make informed decisions on how it prepares for disasters. <br />Equitable LHMP Planning Process <br />Throughout the planning process, local jurisdictions should make sure their mitigation program meets the <br />needs of the whole community. By leading with equity, jurisdictions can form mitigation strategies that <br />protect the whole community. NPA shall accomplish this by ensuring that materials and drafts are <br />available in print and electronic format to ensure socially vulnerable communities are able to access and <br />participate. This shall also include hard copies of the draft plan at community centers and libraries. <br />Additionally, the City includes diverse communities which may have limited English language <br />proficiencies. To provide the widest possible access to materials during the stakeholder engagement <br />process, NPA shall, at the City’s direction, translate all outreach materials to the top two languages most <br />prevalent in the City, other than English; all translation costs are included in this Agreement’s not to <br />exceed amount). This includes outreach material at public meetings, posts on the City’s website and City <br />social media accounts and a survey.
