These <br />items set the framework to identify, prioritize and act to reduce risk. This meeting shall be used to develop <br />additional mitigation actions needed by the City and discuss any items needed to complete the draft plan. <br />Draft Review - After completing the draft LHMP, NPA shall implement the public outreach strategy to <br />obtain feedback from the public. The outreach strategy shall allow the community ample time to review <br />the plan and provide feedback that can impact their community. <br />Final Review – NPA proposes an in-person meeting to support review of the Final Draft of the plan after <br />public comments and prepare the Final plan for City Council approval and adoption and submission to <br />FEMA/Cal OES for review and approval. <br />Public Workshop Meetings <br />NPA shall prepare and conduct minimum of two (2) public workshop meetings, one of which shall be held <br />during the planning process and the later during the public review period of the draft LHMP development. <br />Council Adoption Meetings <br />NPA shall assist the City with preparing and facilitating two (2) regular Council meetings. NPA shall <br />prepare and facilitate a Planning Commission Meetings, as necessary. <br />Project Management Closeout Meeting <br />Upon completion of the project after Cal OES and FEMA submittal of the final LHMP, NPA shall arrange <br />and complete a Project Management Closeout Meeting. This meeting shall summarize the project, review <br />key points, and provide constructive feedback for future planning. <br />Meeting Materials <br />For all conference or meetings, NPA shall prepare and provide meeting agendas, reference information, <br />and meeting minutes. These materials shall be prepared in typed form and furnished electronically to the <br />City Project Manager at least three (3) days prior to the meeting and final drafts/versions within five (5) <br />days after date of meeting. <br />Budget & Cost Control <br />Upon the Notice to Proceed (NTP), NPA shall develop a plan to monitor the project budget and schedule. <br />NPA shall use earned value management (EVM) techniques for measuring project performance and <br />progress in an objective manner. EVM provides the capability to combine measurements of the project <br />management triangle: scope, time, and costs in a single integrated system.
