27 <br /> <br /> <br />• Identify and document current infrastructure in place, such as flood controls, that either positively <br />or negatively impact the City’s vulnerability to disaster. <br />• Review and describe the City’s participation in the National Flood Insurance Program (NFIP) and <br />its floodplain management program, and if and how it shall need to comply with the NFIP <br />requirements. <br />• Develop strategies to expand upon and/or improve existing policies and programs in the City’s <br />existing Local Hazard Mitigation Plan. <br />Capability Assessment <br />A capability assessment shall include an inventory of those existing plans, policies, and procedures that <br />the City has in place to temper the effect of hazards. This shall include protective measures under the <br />National Flood Insurance Program (NFIP), building codes, zoning ordinances, completed or ongoing <br />mitigation projects, and mitigation policies established in the General Plan or other plans of the City. This <br />shall assist in assessing capacity to successfully implement mitigation activities. Understanding strengths <br />and areas of improvement also helps ensure that goals and objectives are realistic and attainable. As <br />required by FEMA, a description of how the capabilities can be expanded upon, improved, and <br />implemented shall be included. Capabilities shall be categorized into four groups: <br />• Planning and Program Capabilities/ Administrative and Political Capabilities <br />• Technical Capabilities <br />• Fiscal Capabilities <br />• Education and Outreach Capabilities <br />Risk Assessment and Vulnerability Analysis <br />A detailed risk assessment shall be conducted for the LHMP to understand the risk and vulnerability the <br />City faces from natural and human-caused hazards, and to provide a basis for a hazard mitigation strategy. <br />As necessary, portions of the risk assessment shall be updated and enhanced to provide adequate data that <br />can be used to better gauge the cost effectiveness of potential mitigation activities. The updated risk <br />assessment shall include: <br />1. Hazard Identification and Profiles <br />2. Hazard Mapping <br />3. Vulnerability Assessment <br />4. Capability Assessment <br />The objective of this task shall be to identify and prioritize potential hazards and risk to the people, <br />economy, as well as both the built and natural environments. Hazard profiles facing the City, such as <br />earthquakes, floods, extreme weather, climate change and others shall be created to address new/changed <br />data.
