28 <br /> <br /> <br />identification of the appropriate mitigation actions for reducing losses. To accomplish the goals of this <br />task, NPA shall evaluate the following: <br />Vulnerability Assessment <br />Based on the profiled hazards and hazard mapping, NPA shall develop an overview of the City’s <br />vulnerability to specific hazards and shall create digital maps and GIS data to identify local assets that are <br />located within known hazard areas. Hazus, an online tool, shall be used to model losses as appropriate. <br />Depending on the data available, the vulnerability assessment shall include the following (if the data <br />allows): <br />• Types and numbers of buildings, infrastructure, and critical facilities located within identified <br />hazard areas. <br />• An inventory of all repetitive flood loss structures, as defined by FEMA, if applicable. <br />• Potential dollar losses from identified hazards estimated through a process that utilizes HAZUS- <br />MH or GIS analysis of County assessor’s data with hazard locations. <br />• Description of land use and development trends to advise future land use decisions. <br />• Assessing City Capability to assess the City's current Hazard Mitigation capability, NPA shall <br />perform a comprehensive assessment and shall provide written recommendations to address gaps <br />identified. <br />Hazard Identification and Profiles <br />The Hazard Identification and Profiles section shall provide a description and prioritization of the hazards <br />that have occurred or have the possibility to impact the City. The hazards shall be ranked using the <br />Calculated Priority Risk Index (CPRI), which examines four criteria for each hazard (probability, <br />magnitude/severity, <br />warning time, and duration) to determine how each hazard can impact the City. <br />While DMA 2000 only requires that natural hazards be addressed, FEMA requires that LHMPs include <br />the impacts of climate change on individual hazards such as heat, wildfire, flooding, drought, and severe <br />storms. NPA shall include analysis of climate change on individual hazards. NPA shall work with the <br />planning team to include mitigation objectives and activities to address climate change meeting SB 379 <br />requirements without adding significant cost or time to the project.
