30 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Task 4: Develop Mitigation Actions & Strategy <br />The mitigation strategy supports the commitment to create safer, more resilient communities by reducing <br />risk and by committing resources to lessen the effects of hazards on people and property. It is the heart of <br />the LHMP and serves as the long-term blueprint for reducing the potential losses identified in the risk <br />assessment. It is important that mitigation strategies are actionable to increase city’s resilience and to <br />receive future hazard mitigation funding. The mitigation strategy shall describe how the City shall <br />accomplish the overall purpose, or mission, of the planning process. NPA proposes to develop the <br />mitigation strategy in three (3) steps described below. A series of planning team meetings shall be used <br />for this process. <br />Develop Mitigation Goals and Objectives <br />The NPA team shall work with the IWG to develop and select overarching mitigation goals. The goals are <br />general guidelines that explain what the City wants to achieve with the LHMP. They are usually broad <br />policy-type statements that are long-term and represent visions for reducing or avoiding losses from the <br />identified hazard. The goals are informed by the risk assessment and public engagement process. <br />Evaluation of 2017 Mitigation Actions <br />NPA and the Planning Team shall review the status of any mitigation actions defined in the City’s current <br />Local Hazard Mitigation Plan as “completed” or “not completed”. For “not completed” actions, NPA shall <br />indicate if those are included in the new Updated LHMP. Additionally, FEMA requires an explanation as <br />to why a project was not completed. <br />Identify Potential Mitigation Actions <br />NPA and the Planning Team shall use the information gained from Phases 1-3 to identify new mitigation <br />actions. Mitigation actions should be specific and actionable. Each mitigation activity shall contain the <br />Local Hazard Mitigation Plan <br />RFP# 62094 <br />Response to Request for Proposal <br />City of San Leandro <br />Task 3 Deliverables: <br />Updated capability assessment <br />Comprehensive review of the existing LHMP, Safety Element and related plans <br />Risk Assessment for LHMP <br />Hazard profiles <br />Hazard mapping that delineates areas affected by hazards <br />Updated vulnerability assessment <br />Identify addresses for NFIP insured structures repeatedly damaged by flood <br />Docusign Envelope ID: C52B82D1-BCAD-4260-AF1B-3FCC857FC38E
