32 <br /> <br /> <br />The second prioritization method NPA proposes is using STAPLEE prioritization analysis. STAPLEE <br />considers several categories for determining the priority of a mitigation action, including: <br />• Administrative • Legal <br />• Economic • Political <br />• Engineering • Social <br />• Environmental • Technical <br />Action items given the highest priority shall meet most or all aspects of the feasibility analysis and shall <br />be the best fit for the City. <br />Mitigation Action Implementation Schedule <br />The mitigation action plan developed during Phase 3, shall include a schedule for implementing the <br />individual mitigation activity or action item. The schedule shall be based on timeframes (short term, < 1 <br />year, 1-3 years, > 3 years). The implementation schedule shall reflect mitigation activity priority, <br />complexity, and availability of funding. <br /> <br /> <br />Task 5: Prepare Draft Hazard Mitigation Plan <br />NPA shall compile and submit an updated comprehensive Single Jurisdiction Local Hazard Mitigation <br />Plan to California Office of Emergency Services (CalOES) and FEMA Region IX that shall meet FEMA’s <br />criteria for LHMP’s. NPA shall gather all the information collected from tasks 1-4 to create and submit a <br />completed and comprehensive plan for approval. To accomplish this, NPA shall complete the following: <br />Incorporation into Existing Planning Mechanisms <br />NPA shall describe mechanisms to support the City to implement and incorporate hazard mitigation plan <br />goals and actions into other planning documents, such as the Safety Element of the City General Plan, <br /> <br />Task 4 Deliverables: <br />Evaluate 2017 mitigation actions <br />Strategy and mitigation actions updates from the Planning Team, stakeholders and the public <br />Updated mitigation actions matrix highlighting mitigation strategies and actions <br />Prioritization of the mitigation actions with assignment of associated hazards, implementation <br />timeframe, funding source and responsible entity <br />Docusign Envelope ID: C52B82D1-BCAD-4260-AF1B-3FCC857FC38E
