NPA shall <br />collect a list of candidate planning mechanisms and collaborate with the IWG to select those that are most <br />applicable. <br />Draft Local Hazard Mitigation Plan <br />Based on previous tasks, a draft plan shall be prepared in accordance with state and federal requirements. <br />NPA shall ensure that each required component for each plan participant is included in the Plan. The IWG <br />shall be provided a draft plan for review and comment. NPA shall incorporate IWG comments and prepare <br />a public review draft to be distributed to interested parties, online, social media platforms, and in high <br />trafficked City buildings. After a four-week public review period, public comments shall be incorporated <br />into an Appendix of the final LHMP. <br />Hazard Mitigation Plan Maintenance Process <br />The LHMP must include a clearly defined approach for ongoing maintenance and evaluation of the <br />strategies and mitigation activities. Material for implementation and maintenance shall include: <br />• How the City shall monitor, evaluate, implement, and update the LHMP. <br />• How the hazard mitigation goals and actions shall be implemented and incorporated into other <br />local planning processes and documents. <br />• Procedures for ensuring the Plan’s implementation, including a schedule for action items. <br />• Continued public-involvement activities demonstrating that the City is committed to continued <br />community involvement in the LHMP development, maintenance, and future updates. <br />NPA shall solicit and collect input on the implementation and maintenance process from the IWG and <br />provide guidance and suggestions to establish a consistent and realistic approach to successfully achieve <br />goals and complete mitigation action items. This shall guide the City to promote improved resiliency and <br />reduce the impacts of hazards to communities and critical infrastructure on a continual basis. <br />Monitoring, Evaluating, and Updating <br />NPA shall create a strategy to monitor, evaluate, implement, and update the plan over the next five years. <br />NPA shall create and provide the IWG with a reporting system where updates to the status mitigation <br />actions are collected and discussed, to occur on an annual basis. Key considerations shall be changes to <br />hazards, changes to community infrastructure, inputs to the City’s capital improvement plan, and <br />developing FEMA mitigation grant applications.
