This
information will be used for both the Development Plan and the CBTP.

Arup will document existing multi-modal transportation conditions in a memo. The memo and
supporting maps and spreadsheets will summarize findings from the following tasks:

● Transit (CBTP Study Area)
○ Obtain from BART and summarize annual, daily, and peak hour BART ridership
data for the Bay Fair station, for the most recent year available.
○ Obtain from AC Transit and summarize annual, daily, and peak hour AC Transit
ridership data for bus routes that serve the Bay Fair BART station.
○ Obtain from BART and summarize Station Access Profile Survey (2015) and any
preliminary data as it becomes available from the MTC/BART Station Access
Profile Survey currently underway.
○ Review existing and proposed transit service and infrastructure (e.g., AC Transit
and BART service and infrastructure)
● Vehicle (Priority intersections TBD, but will be Sub-Area 1 related)
○ Review current circulation strategy by mode: private vehicle, transit and shuttles,
active modes, delivery trucks (including loading), etc. If this information is not
available, establish a circulation assumption based on road hierarchy.
○ Review recently collected speed and volume survey data collected by City of
San Leandro and existing traffic count data for 10 key intersections to be
collected under the MTC PSTA grant.
○ Parking Assessment to be completed under Task 3.4.
● Safety (CBTP Study Area)
○ Collect and map bike, ped and vehicle traffic collision and 311 case data from the
past 10 years to feed into the access analysis.
● Active Transportation (Walk and Bike) (CBTP Study Area)
○ Review existing and proposed infrastructure for active mobility (bicycle and
pedestrian): sidewalks, crosswalks, bike lanes/paths, shared use paths and bike
parking. The sidewalk network will be identified using the City’s available
information and Ecopia AI, and a QGIS topology geoprocessing tool will be used
to identify gaps. A site visit will be held for verification if necessary.
Docusign Envelope ID: 885601F4-01B5-4FAB-A341-08EBC29876AA
