<br /> <br />Page 24 of 65 <br /> <br />improvements to grading, drainage infrastructure, building design standards (e.g., finished floor <br />elevations), site configuration/ footprint (e.g., placement of electrical equipment), and the <br />existing flood control channel. <br /> <br />Depending on the development layout, there is likely a need to install fill to elevate new <br />habitable areas and buildings to be outside of the floodplain. BKF will show the potential for <br />raising existing elevations without further impacting other areas that are not part of the <br />Development Plan. The hydraulic model from Task 3.1 will be updated to reflect the changes to <br />the flood plain. BKF will determine potential detention/retention locations and extents and <br />prepare a preliminary model in coordination with the Alameda County Flood Control District to <br />develop options to mitigate these offsets. <br /> <br />BKF will also develop strategies for Estudillo Canal channel improvements, such as the <br />potential for converting the flood control canal into a linear park with additional capacity for flood <br />flows, in addition to exploring floodwalls, culverts, and elevated road crossings <br />BKF will identify Low Impact Development (LID) techniques to mitigate the impact of stormwater <br />runoff, both for individual sites and as a coordinated district-wide effort. <br />Deliverables: <br />• One section of the Design Framework Presentation <br />• One category of design criteria for the Evaluation Tool spreadsheet <br />4.4 Access and Curb Management Framework <br />Arup will develop the Access and Curb Management Framework with UFS support. The task <br />includes: <br />● Identifying and listing the modes to incorporate in the circulation and curb management <br />strategies: <br />○ Transit – BART, AC Transit, Shuttles, Paratransit <br />○ Active mobility - pedestrians, bicycles, electric bicycles, and micro mobility , <br />including loading <br />○ Private Vehicle loading and parking <br />○ ADA loading and parking <br />○ Taxis and TNC <br />○ Truck loading and parking <br />○ Emergency Vehicle Access <br />○ BART Operations and Maintenance Vehicles (revenue, maintenance, staff) <br />● Identifying and listing elements and criteria that will influence the circulation and curb <br />management strategies for each mode and their integration with the mobility hub (e.g., <br />road hierarchy, ridership, bus bays, goods delivery, access to buildings (entrances, <br />driveways), bicycle parking, etc.) <br />● Preparing a set of criteria, together with the City and BART, that will help evaluate the <br />access and parking scenarios. <br />Docusign Envelope ID: 885601F4-01B5-4FAB-A341-08EBC29876AA
