<br /> <br />Page 27 of 65 <br /> <br />4.7 Community Assets Framework <br />The Community Assets Framework defines the criteria for equitable development for this <br />Development Plan area. It includes a list of community assets that prioritize the needs of <br />underserved populations. Criteria will incorporate displacement prevention measures and fair <br />housing strategies informed by the citywide Disparate Impact Study. The CBTP Steering <br />Committee will be engaged on the development of the list to focus on ways to integrate with <br />surrounding communities and extend access to high-quality transit, community assets, and <br />employment opportunities. <br /> <br />The criteria will address: <br />● Housing: The criteria for development will explore the effects of the City’s existing 15% <br />inclusionary housing requirement within market rate developments, district affordable <br />housing strategies, potential affordable housing with social services, tenant protections, <br />anti-displacement policies and emergency and supportive housing options including <br />wraparound services. <br />● Access: The criteria for development will also address improved multi-modal access to <br />the Development Plan Area and the Bay Fair BART Station for identified populations and <br />communities (such as Equity Priority Communities and Environmental Justice <br />Communities). <br />● Jobs: The criteria for development will also look at the mix of land uses and programs to <br />increase job opportunities and job training/apprenticeship programs. <br />● Public Resources: The criteria for development will include a list of potential public <br />resources, such as public services and public spaces, that could be addressed in future <br />development, as well as improvements to public services, and adoption of community <br />benefits requirements. <br /> <br />Deliverables: <br />• One section of the Design Framework Presentation <br />• One category of design criteria for the Evaluation Tool spreadsheet to include equity metrics <br />4.8 Market Feasibility, Land Use, and TOC Compliance <br />Framework <br />EPS will lead an evaluation of key economic indicators and trends, focusing on those affecting <br />land uses identified as most appropriate for the Bay Fair area. Affordable housing capacity will <br />be assessed to align with RHNA allocations, projected population growth, and the findings of the <br />citywide Disparate Impact Study. This will include an analysis of affordability levels and the <br />types of housing needed to meet community needs.
