<br /> <br />Page 28 of 65 <br /> <br />● Local household demographics, including income, household size, age, language, and <br />education levels; <br />● Job composition and salary by sector / profession; and <br />● Commuting patterns in relation to existing / planned multi-modal transportation assets. <br />EPS will evaluate the market demand and supply trends for prospective real estate product <br />types, including affordable housing, to determine the amount and type of each use that might <br />represent an opportunity for Bay Fair. <br /> <br />Land uses will likely include housing, affordable housing, retail, office, and hospitality (other <br />options may be considered based on City and stakeholder interest), with EPS providing focused <br />analysis on relevant sub-classes therein (e.g., local versus regional serving retail, <br />condominiums versus apartments, life sciences versus professional office). The analysis will <br />compare San Leandro’s market performance metrics such as pricing, occupancy, absorption, <br />and development trends against those in competitive sub-markets. EPS will coordinate with <br />BKF throughout the project to understand associated infrastructure cost implications for different <br />intensities and uses. <br /> <br />GCC will evaluate how the market feasibility analysis aligns with the MTC TOC Policy’s height, <br />FAR, and density requirements. <br />Deliverables: <br />• Market Feasibility & TOC Compliance Memo <br />• One section of the Design Framework Presentation <br />• One category of design criteria for the Evaluation Tool spreadsheet <br />4.9 Development Framework <br />UFS will provide a framework for development by: <br />• Mapping opportunities and constraints identified by property owners <br />• Exploring potential land uses as informed by existing conditions analysis, market <br />feasibility analysis, and preliminary discussions from minimal to impactful changes by <br />using land use maps. <br />• Identifying the potential range of building typologies and their dimensional needs. <br />• Studying precedents of similar types of development for potential in the Development <br />Plan area. <br />• Analyzing the type and amount of land uses for compatibility with policy objectives, <br />employment trends, and stakeholder’s economic goals on a spreadsheet. <br />Deliverables: <br />• One section of the Design Framework Presentation, including: <br />o Map of Opportunity and Constraints <br />o Land Use Diagrams <br />Docusign Envelope ID: 885601F4-01B5-4FAB-A341-08EBC29876AA
