o No improvements on the platform, or below the platform structure (including slab
modifications, elevators, or structural improvements) are included in this effort as
they could impact the structure and would require a more detailed analysis and
investigation.
o The most likely alternative will include constructing ramps that connect to the
existing tunnel under UPPR and the station. The 30% design may include
modifications to the ramps to connect to the existing undercrossing, but would
not include elevators, escalators, parking garages, residential buildings that
accommodated public access, BART platform improvements, bridge between
BART elevated platform and another building structure over the railroad (as
these improvements would be part of a building program rather than a site
program, making them infeasible to design at this time).
• The consultant will coordinate with the Bay Fair Community –Based Transportation Plan
(CBTP) and CSL Development Plan teams’ development of alternatives for bus
intermodal and other mobility hub functions

The consultant team will design to BART standards and coordinate with BART Stakeholders, to
be coordinated by BART staff, via a Design Review Permit. Refer to final PSTA agreement for
final scope.
B. BART Plan Review Permit (direct cost)
Supported by MTC Priority Sites Technical Assistance funding, BKF will establish a BART
Design Review Permit to allow BART engineering staff (to be coordinated by BART Planning
Staff) to review catalytic infrastructure at various stages of design development and
engineering, including but not limited to BART Station ADA Access. BKF will use these funds as
direct cost for establishing a BART Design Review permit.

Refer to final PSTA agreement for final scope.
Deliverables:
• BART ADA Access Conceptual Design Alternatives and ROM Cost Estimates
• BART ADA Access Draft 30% Design Engineering Concepts and Cost Estimates
• BART ADA Access Final 30% Design Engineering Concepts and Cost Estimates
• TOD Development Footprint - CAD and PDF drawings
• BART Design Review permit - Consultant to establish Design Review permit with BART
Optional Task 7.O.1 Catalytic Infrastructure #3 Design
This infrastructure improvement has yet to be determined and will require more analysis of
existing conditions and prioritization to determine what it is.

Deliverables:
• Catalytic Infrastructure #3 Conceptual (10%) Alternatives & ROM Cost Estimates
Docusign Envelope ID: 885601F4-01B5-4FAB-A341-08EBC29876AA
