Introduction <br /> <br />Environmental Impact Report 1-3 <br />Commenter Comment/Request Summary <br />Where the Topic is Discussed in <br />the EIR <br />California Department <br />of Justice <br />Diesel trucks visiting warehouses emit nitrogen oxide <br />(NOx)—a primary precursor to smog formation and a <br />significant factor in the development of respiratory <br />problems like asthma, bronchitis, and lung irritation— <br />and diesel particulate matter (a subset of fine particular <br />matter that is smaller than 2.5 micrometers)—a <br />contributor to cancer, heart disease, respiratory <br />illnesses, and premature death. <br />The potential air quality impacts of <br />the project, including potential <br />health risk impacts from air <br />pollution, are evaluated in the <br />Initial Study for the project. The <br />Initial Study is provided as <br />Appendix A to this EIR. <br />Additionally, the Initial Study <br />contains a detailed health risk <br />assessment prepared for the <br />project. <br />California Department <br />of Justice <br />Trucks and on-site loading activities can also be loud, <br />bringing disruptive noise levels during 24/7 operation <br />that can cause hearing damage after prolonged <br />exposure. <br />Potential noise impacts of the <br />project are evaluated in Section <br />4.3, Noise. <br />California Department <br />of Justice <br />The hundreds, and sometimes thousands, of daily truck <br />and passenger car trips that warehouses generate can <br />contribute to traffic jams, deterioration of road <br />surfaces, traffic accidents, and unsafe conditions for <br />pedestrians and bicyclists. <br />Traffic jams are a type of traffic <br />delay. Traffic delay at key <br />intersection near the project site is <br />discussed in the Initial Study. The <br />Initial Study is provided as <br />Appendix A to this EIR. <br />Potential conflicts of the project <br />with pedestrian and bicycle modes <br />of transportation are evaluated in <br />the Initial Study. <br />Potential transportation hazards <br />such as unsafe intersections or <br />incompatible vehicle types are <br />evaluated in Section 4.4, <br />Transportation, of this EIR. <br />California Department <br />of Justice <br />Warehouses may also have other environmental <br />impacts. <br />The potential environmental <br />impacts of the project are <br />evaluated in this EIR and in the <br />Initial Study, which is provided as <br />Appendix A to this EIR. <br />California Department <br />of Justice <br />In preparing the EIR, the Department of Justice <br />encourages the City to consult its publication titled <br />Warehouse Projects: Best Practices and Mitigation <br />Measures to Comply with the California Environmental <br />Quality Act. <br />The City reviewed the publication <br />referenced in this comment and <br />relevant components have been <br />incorporated into the preparation <br />of this EIR. For example, the <br />publication recommends <br />preparation of a noise impact <br />analysis. As described in EIR <br />Section 4.3, Noise, a noise impact <br />analysis has been prepared for the <br />project.
