City of San Leandro <br />880 Doolittle Drive Industrial Project <br /> <br />1-6 <br />Commenter Comment/Request Summary <br />Where the Topic is Discussed in <br />the EIR <br />California Department <br />of Transportation <br />As the Lead Agency, the City of San Leandro is <br />responsible for all project mitigation, including any <br />needed improvements to the State Transportation <br />Network. The project’s fair share contribution, <br />financing, scheduling, implementation responsibilities <br />and lead agency monitoring should be fully discussed <br />for all proposed mitigation measures. <br />Mitigation measures required for <br />the project are identified in the <br />Initial Study (see Appendix A) and <br />throughout this EIR. The Executive <br />Summary of this EIR also lists all <br />required mitigation measures for <br />the project. The identified <br />mitigation measures do not require <br />improvements or modifications to <br />the State Transportation Network. <br />As part of the CEQA process, the <br />City will prepare a Mitigation <br />Monitoring and Reporting Program <br />(MMRP). The MMRP will identify <br />the timing and monitoring <br />frequency of mitigation measures, <br />as well as the agency or <br />organization responsible for <br />ensuring the measure is <br />implemented and monitored <br />accordingly. <br />East Bay Municipal <br />Utility District <br />When the development plans are finalized, the project <br />sponsor should contact EBMUD's New Business Office <br />and request a water service estimate to determine <br />costs and conditions for providing water service to the <br />project. Engineering and installation of water services <br />require substantial lead time, which should be provided <br />for in the project sponsor's development schedule. <br />The project applicant would <br />request water service for the <br />project site once the development <br />plans are finalized and would <br />consider the lead time in their <br />project development schedule. <br />East Bay Municipal <br />Utility District <br />The District’s Standard Site Assessment Report indicates <br />the potential for contaminated soils or groundwater to <br />be within the project’s boundaries. The project sponsor <br />should be aware that East Bay Municipal Utility District <br />will not install pipeline or services in contaminated soil <br />or groundwater, nor in areas where groundwater <br />contaminant concentrations exceed specified limits. The <br />project sponsor must submit copies to East Bay <br />Municipal Utility District of all known information <br />regarding soil and groundwater quality within or <br />adjacent to the project boundary and a legally <br />sufficient, complete, and specific written remediation <br />plan establishing the methodology, planning and design <br />of all necessary systems for the removal, treatment, and <br />disposal of contaminated soil and groundwater. <br />Potential impacts of the project <br />associated with hazardous <br />materials, including contaminated <br />soil and groundwater, are <br />evaluated in Section 4.2, Hazards <br />and Hazardous Materials.
