<br />9 <br /> <br />Alameda County, a lower percentage of CalFresh recipients in San Leandro are children, <br />which might indicate that some eligible parents are not being reached through benefits enrollment <br />efforts. We recommend that the Recreation and Human Services Department investigate potential <br />gap in children enrolled in CalFresh, as a much lower percentage of CalFresh participants in San <br />Leandro are children versus in Alameda County. Promoting the use of existing innovations such as <br />the Food Stamps signup app https://getcalfresh.org might address this gap.18 <br /> <br />iii. Anticipated Cuts to Safety Net <br /> <br />Many experts anticipate cuts to programs serving low-income people at the federal level. <br />Major cuts to safety net programs have been proposed or are underway, from repeal of the <br />Affordable Care Act, to block-granting19 of Medicaid (Medi-Cal), and cuts to SNAP (CalFresh) and <br />Supplemental Security Income (SSI). San Leandro’s Recreation and Human Services Department <br />can use its leverage as a funder, advocate, and convener to respond by strengthening the safety net <br />to protect the most vulnerable residents. <br />Bolstering the local safety net already is a priority of ALL-IN Alameda County, which has identified <br />hunger and the inadequacy of income assistance for people with disabilities through SSI as top <br />priorities. <br />iv. Domestic and Intimate Partner Violence <br /> <br />Domestic and intimate partner violence is both an area of need and as an area in which <br />successful collaboration is occurring, particularly through the San Leandro Domestic Violence <br />Task Force. Domestic violence-related calls for assistance in San Leandro have fluctuated in recent <br />years, from a high of 334 in 2011 to a low of 249 in 2006. <br /> <br />Approximately one in 20 high school students in San Leandro Unified School District reported <br />that they had been hit, slapped, or intentionally physically hurt by a boyfriend/girlfriend in <br />the past year. <br /> <br /> <br /> <br /> <br />18 The Prop 47 tool to help people clear old criminal convictions https://clearmyrecord.codeforamerica.org, improving <br />their eligibility for jobs and public benefits, is another innovative tool worth promoting. <br />19 Block-granting means ending the federal government’s commitment to guarantee enrollment in a program to all who <br />qualify and instead giving each state a lump-sum figure for that program.
