File Number: 25-221 <br />BACKGROUND <br />CAP provides financial support to nonprofit organizations serving low-income San Leandro <br />residents. Proposals must meet an unmet service gap identified in the Human Services Gap <br />Analysis (Attachment B), with highest priority given to: <br />·Severe/High-Level Mental and Behavioral Health Needs <br />·Family and Youth Services <br />·Domestic and Intimate Partner Violence Services <br />·Job Development, Income Support and Employment Services <br />·Homelessness and housing insecurity support <br />On December 5, 2024, the Human Services Department issued a Request for Proposals (RFP) <br />for the FY2026 - FY2027 CAP grant cycle. The RFP closed on January 23, 2025, and a total of <br />20 proposals were received for consideration. Attachment C provides a summary of applicants, <br />program proposals, and funding requests. <br />Analysis <br />The Human Services Commission initiated its review of proposals on February 11, 2025, utilizing <br />the City Data Services platform. Throughout the review period, Commissioners were provided the <br />opportunity to submit questions to staff who relayed them to the respective applicants. All <br />questions and responses were compiled and shared with the full Commission in advance of the <br />ranking deadline on April 1, 2025. Proposals were ranked based on the following criteria: <br />·Consistency with Funding Priorities and Demonstrated Need <br />·Benefit to Target Community and Performance Measures <br />·Funding Program Sustainability/Longevity <br />·Organization <br />·Access <br />·Financial Analysis <br />Each proposal was evaluated by Commissioners and scored out of a maximum of 60 points. <br />Staff compiled the scores, calculated averages, and used the results to develop funding <br />recommendations for Commission review and subsequent submission to the City Council for final <br />approval. <br />Staff calculated the average scores and developed two funding options for Commission <br />deliberation (Attachment D). The HSC recommends awarding funds to 16 agencies. <br />AGENCY GENERAL FUND ALLOCATION (PER FY) <br />1. Black Girls Mental Health Foundation $15,000.00 <br />2.
