A copy of the draft minutes can be
found in Attachment E.
Legal Analysis
The City Attorney has reviewed the documents and approved them as to form.
Financial Impacts
The City Council annually allocates $170,000 in General Fund monies to the Community
Assistance Program (CAP). In response to Commission and community feedback, staff identified
an opportunity to strategically enhance CAP funding through a one-time allocation of $300,000 in
available FY2025 General Fund monies (General Fund - Consulting, Account 010-63-012-5120).
The proposed Fiscal Year 2026 and Fiscal Year 2027 budgets each include $170,000 in Account
010-63-014-8513 for CAP grants.
This action will not impact the fund balance, as it utilizes existing FY2025 funds and proposed
appropriations for FY2026 and FY2027.
ATTACHMENTS
A: Resolution
B: Human Services Gaps Analysis
C: Summary of Applicants
D: Funding Recommendations Options
E: Draft Minutes of the April 23rd, 2025 Human Services Commission
PREPARED BY:
Elsa Castillo, Human Services Program Coordinator
Jessica Lobedan, Human Services Director
Page 3 City of San Leandro Printed on 9/4/2025
