<br /> -- DRAFT -- <br />2025-2029 ConPlan & FY 2025-2026 Annual Action Plan <br />Page 88 of 90 <br /> <br />AP-85 Other Actions - 91.420, 91.220(k) <br />Introduction <br />The City will take the following actions to implement the strategies in the 2025-2029 CDBG ConPlan. <br /> <br />Actions planned to address obstacles to meeting underserved needs <br />The City plans to secure adequate funding resources and support low-risk subrecipients in the plan. <br /> <br />Actions planned to foster and maintain affordable housing <br />Actions that will be taking place during the next year to preserve affordable housing units include: <br />● Ensure the City’s Housing Programs website (rental and ownership) has current information for <br />residents' accessible use. <br />● Provide general funds to support Echo Housing, which provides fair housing services to San <br />Leandro residents and reduces housing discrimination in the City. <br />● Continue annual monitoring of 56 inclusionary BMR homeownership units and approximately <br />1,446 housing rental units. Rental units are funded and regulated by the State Low-Income <br />Housing Tax Credit. <br />● Continue coordination and collaborative efforts with the Alameda County HOME Consortium <br />coordinator to effectively utilize HOME funds for the acquisition, rehabilitation, and new <br />construction of rental units. <br />● Continue funding consortium-wide Tenant-Based Rental Assistance (TBRA) for the Homeless <br />Families Program. <br />● Continue support and commitment to the City’s first Age-Friendly Action Plan FY 2024- 2029, <br />which aims to provide older adults with a more vibrant city by focusing on the needs of senior <br />residents. <br />These actions demonstrate the City’s dedication to fostering and maintaining affordable housing. <br /> <br />Actions planned to reduce lead-based paint hazards <br />In reference to Section SP-65, the strategy outlined to reduce lead base paint hazard: <br />● Address lead hazards in pre-1978 housing units to update the City’s housing stock. <br />● The City’s Building & Safety Services Division ensures contractors working pre-1978 homes are <br />EPA lead-certified <br />● Utilize the FY 25 Lead Hazard Reduction Grant Program to protect children under six from lead <br />poisoning by identifying and controlling lead-based paint hazards in eligible housing units. The <br />estimated opening Date is June 2025. <br />● Continued use of HOME funding for the acquisition or rehabilitation of affordable units will <br />ensure, through the HOME guidelines, that tenants are informed of lead-based points and comply <br />with the safety regulations of the EPA and HUD. <br />● Collaborate with other organizations by utilizing resources provided by ACHHD, such as lead <br />safety training, outreach, and education campaigns. <br /> <br />Actions planned to reduce the number of poverty-level families <br />In reference to Section SP-70, the efforts to reduce the number of poverty-level families: <br />● Ensure the City’s Human Services Homelessness Resource Guide website has current information <br />for residents' accessible use.
