June 11, 2025 <br />Proposal for Stabilization Project Construction, Engineering, and Compliance <br />Management and Phase 2 Preconstruction Engineering and Management <br />WPCP Former Polishing Pond <br />City of San Leandro, San Leandro, California <br /> <br /> <br />Terraphase Engineering Inc. Page 13 of 14 <br />will be revised to add further task detail and updated task start dates as the Phase 2 construction <br />planning, engineering, and procurement progresses. <br />It is anticipated that this task will begin during construction of the Stabilization Project and continue through <br />bidding and procurement of Phase 2, likely in Q1 of 2026. <br />Project Management Team <br />The Terraphase scope of work will be led by Shakeel Jogia, PE, PMP, CCM, QSD, who will serve as the <br />Terraphase engineering/CM lead as described in this proposal. Mr. Jogia is a licensed Civil Engineer and <br />Certified Construction Manager with over 25 years of experience in infrastructure engineering and <br />construction and is the Engineer of Record for the Stabilization Project design documents. Mr. Jogia will also <br />serve as Project Manager for this contract and will directly oversee all on-site engineering, CM, and <br />construction QA activities and personnel. <br /> <br />Lucas Paz, PhD, CPESC, QSD, QISP ToR will continue to serve this project as Principal In Charge and Client <br />Manager. Dr. Paz will attend Stabilization Project meetings and serve as the primary Terraphase resource for <br />integrating the Stabilization Project with the overall San Leandro WPCP Treatment Wetland program. <br /> <br />Jeff Raines, PE, GE will continue to serve as the project geotechnical engineering subject matter expert (SME) <br />for technical review and consultation during stabilization and fill operations. Mr. Raines will provide SME <br />support during review of critical Contractor submittals, will periodically visit the site to observe operations and <br />provide recommendations, will support RFI review and responses, will review all geotechnical-related design <br />modifications and field orders, and will be engaged as needed to evaluate and help resolve quality issues. <br />Project Financial Management and Invoicing <br />Terraphase will perform all financial management for this contract during delivery of Tasks 1-5 and 7 as <br />described above. <br />Schedule <br />Terraphase has submitted this proposal with the intention of meeting the submittal schedule for the City’s <br />June 2025 Council meeting. Terraphase is prepared to initiate the proposed scope of work immediately upon <br />receipt of the City’s authorization to proceed in alignment with the approved construction schedule for the <br />Stabilization Project. <br />Budget <br />Terraphase will perform the services described herein on a time-and-materials basis utilizing Terraphase’s <br />2025 Schedule of Charges with a 10% discount and otherwise in accordance with the previously agreed upon <br />Terms and Conditions of the existing contract between Terraphase and the City. The total requested budget <br />for the proposed scope of work is $403,601 <br />A breakdown of this effort is included in Table 1 (attached). Terraphase will not exceed this budget without <br />prior authorization from the City.
