City of San Leandro <br />City Council <br />Meeting Date: July 7, 2025 <br />Agenda Number: 5.b. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 25-205 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Award a Consultant Services <br />Agreement to NCE in the amount of $510,000 for the Lewelling Boulevard Class IV Bike Ways Project, <br />Project No. 2022.4200; to Authorize the City Manager to Negotiate and Approve Individual Contract <br />Amendments up to 5% (or $25,500) of the Original Contract Amount; to Authorize the City Manager to <br />Negotiate and Approve Contract Amendments up to a Cumulative Value of 15% (or $76,500) of the <br />Original Contract Amount; and to Appropriate $2,207,000 in ACTC Grant Funds to the Subject Project <br />COUNCIL PRIORITY <br />·Infrastructure <br />·Quality of Life <br />·Public Safety <br />SUMMARY <br />This contract provides for the design, permitting, and preparation of plans, specifications, and the <br />engineer’s estimate for the Lewelling Blvd. Class IV Bike Ways Project. This project will design <br />new Class IV bike lanes along a segment of Lewelling Boulevard between Wicks Boulevard and <br />Washington Avenue, to enhance bicyclist and pedestrian safety. <br />RECOMMENDATIONS <br />Staff recommend the following actions: <br />·Approve a Consultant Services Agreement in the amount of $510,000 to NCE for <br />engineering design services for the Lewelling Blvd. Class IV Bike Ways Project. <br />·Authorize the City Manager or their designee to negotiate and approve individual contract <br />amendments up to 5% (or $25,500) of the original contract amount. <br />·Authorize the City Manager or her designee to negotiate and approve cumulative contract <br />amendments up to 15% ($76,500) of the original contract amount; and <br />·Appropriate $2,207,000 in ACTC grant funds for the subject project. <br />BACKGROUND <br />The project area covers approximately 1 mile of Lewelling Blvd. between Wicks Blvd. and <br />Washington Ave., including design of improvements at the intersections at both ends. Lewelling <br />Blvd. is an arterial roadway that begins in San Leandro and extends east, primarily serving <br />residential uses with some commercial pockets. While currently configured for vehicular traffic, it <br />has the potential to function as a pedestrian and bicycle -friendly corridor. Throughout this length of <br />Lewelling Blvd, there are twelve (12) bus stops, six (6) on each side. <br />Lewelling Blvd. is located within an Equity Priority Area, as identified by the Metropolitan <br />Page 1 City of San Leandro Printed on 9/4/2025
