This project will design new Class IV bike lanes along a segment of Hesperian <br />Blvd. between East 14th Street and Bayfair Drive to enhance bicyclist and pedestrian safety in <br />accordance with the 2024 San Leandro Bicycle and Pedestrian Master Plan. <br />RECOMMENDATIONS <br />Staff recommends the following actions: <br />·Award a CSA in the amount of $630,000 to Sanbell for engineering design services for the <br />Hesperian Blvd. Bike Lane Gap Closure <br />·Authorize the City Manager or their designee to negotiate and approve individual contract <br />amendments up to 5% (or $31,500) of the original contract amount <br />·Authorize the City Manager or their designee to negotiate and approve cumulative contract <br />amendments up to 15% ($94,500) of the original contract amount. <br />·Appropriate $225,000 in grant funds from the Alameda County Transportation <br />Commission (ACTC). <br />·Appropriate $100,000 in grant funds from the Metropolitan Transportation Commission <br />(MTC); and <br />·Appropriate $29,249 in City matching funds to the subject project <br />BACKGROUND <br />The project area covers approximately 0.4 miles of Hesperian Blvd. between E. 14th Street and <br />Bayfair Drive.
