File Number: 25-192 <br />extends south, serving commercial uses with some residential pockets. While currently configured <br />for vehicular traffic, it has the potential to function as a pedestrian and bicycle -friendly corridor. <br />This project aims to enhance connectivity to existing and planned Class IV bikeways, including <br />existing bikeways on Fairmont Drive, future Class IV bikeways on Hesperian Boulevard south of <br />Bayfair Drive; the proposed Class IV bikeways on Bancroft Avenue (Crosstown Corridors <br />project), and the proposed Class IV bikeways on E. 14th Street (under the Alameda CTC’s East <br />Bay Green Way project). <br />In alignment with the recommendations of the approved San Leandro Bicycle and Pedestrian <br />Master Plan, the City intends to redesign this segment of Hesperian Blvd. between E. 14th Street <br />and Bayfair Drive, to enhance safety and mobility for pedestrians and bicyclists of all ages and <br />abilities. The Hesperian Blvd. Bike Lane Gap Closure project proposes to upgrade the existing <br />Class II bike lanes to protected Class IV bikeways where feasible and add or enhance existing <br />crosswalks where needed. These bikeways will incorporate physical barriers such as curb <br />medians, landscaping, and /or striping with flexible delineators to prevent vehicle encroachment . <br />To accommodate these improvements, the project may require lane width reductions, removal of <br />a travel lane, or modifications to the existing median. <br />On June 20, 2023, the City Council authorized the acceptance of $225,000 in grant funds from the <br />Alameda County Transportation Commission (ACTC) for the subject project. However, the <br />appropriation of these funds was not initiated at that time. The current City Council action includes <br />the appropriation of the grant funds. <br />On June 2, 2025, the City Council authorized the acceptance of $100,000 in Active <br />Transportation Capital Design Technical Assistance grant funds from the MTC for the subject <br />project. The current City Council action also includes the appropriation of these grant funds. <br />Analysis <br />Staff requested proposals for design services for the Hesperian Blvd. Bike Lane Gap Closure <br />project and received three qualified proposals. The request included a preference for local <br />businesses; however, none of the three proposers are located within San Leandro. Sanbell was <br />selected as the most qualified firm to provide services based on technical ability presented and a <br />portfolio of high-quality similar work including traffic studies and design projects along E. 14th <br />Street in unincorporated Alameda County and projects in Mountain View and Cupertino. <br />This contract represents Staff ’s current understanding of the work required. However, the project <br />will encroach into CalTrans jurisdiction at E .14th Street; coordination with CalTrans may create <br />uncertainties on what will be required in the project design, permitting, and approval. For this <br />reason, a contingency is recommended for approval. To minimize delays to the project and <br />ensure that the scope of work can be adjusted as needed, staff requests authorization to issue <br />individual contract amendments up to 5% or $31,500 each and cumulative contract amendments <br />of up to 15%, or $94,500 of the original contract. This flexibility will ensure efficient completion of <br />the project on budget and on schedule. <br />Additionally, in order for the grant funds to be made available for use on the project, the City <br />Council must formally appropriate the ACTC and the MTC grant funds to the subject project. <br />Page 2 City of San Leandro Printed on 9/4/2025
