4
San Leandro Baylands “North Marsh” Hydrology and Ecological Opportunities Assessment Proposal

ESA staff will conduct topographic surveys2 of North Marsh and Robert’s Landing (Figure 1). A total of
two (2) topographic cross-sections will be surveyed spanning the length and width of North Marsh in the
northeast-southwest and northwest-southeast directions. In addition, staff will survey the channels near
each North Marsh and Robert’s Landing Slough tide gauge for a total of six (6) channel cross-sections.
ESA staff will also perform elevation surveys of up to four (4) tide gates within North Marsh to obtain
channel and infrastructure elevations. Surveys will be conducted relative to nearby National Geodetic
Survey (NGS) control points and previously established ESA control points in the area.
ESA staff will establish fixed photographic documentation stations at each tide gauge within North Marsh
and Robert’s Landing Slough, and at each tide gate for up to seven (7) stations. Staff will take up to three
(3) photos at each photo-documentation station at different angles/viewpoints. Photographs will document
channel, marshplain, and tide gate condition. Station locations will be georeferenced and described to
facilitate future re-occupation.
At the end of the monitoring period, ESA will prepare a brief (3-5 pages including figures) data collection
memorandum detailing Task 1 data collection methods, dates, locations, and presenting results.
Assumptions
Tide gauge installation and survey cross-section locations will be finalized by ESA and client prior to
start of monitoring.
Tide gauge services will be performed by two (2) hydrology staff approximately once every six (6)
weeks for up to two (2) visits for the monitoring period.
Site access will be coordinated by the client, including acquisition of keys and codes for locked gates
on site.
ESA staff will collect elevation survey data at a maximum of two (2) marsh-spanning cross-sections,
six (6) channel cross-sections, and four (4) tide gates within the Project site.
Survey effort is tide- and weather-dependent and may require some lead time to select good survey
conditions.
This task does not include analysis or interpretation of the collected data other than normal quality
assurance/quality control reviews to assess the quality and accuracy of the collected data.
Intepretation of the collected data will be performed under Task 3.
Deliverables
Brief (3-5 pages including figures) data collection memorandum detailing the results of tide
monitoring, topographic surveying, and photo documentation. The memorandum will include
information on equipment/survey locations, a description of field activities, time series data plots,

2 ESA performs land surveys and collects hydrographic data to augment traditional surveying services for the purposes of
geomorphic interpretation, monitoring of project performance, and other specific uses consistent with Geologic and Landscape
Surveys as defined in the Professional Land Surveyors’ Act (California Business and Professionals Code). ESA does not
provide traditional land survey services such as property boundaries and maps for general use by others. ESA recommends that
these traditional surveying services be accomplished by a licensed, professional land surveyor either under direct contract with
the client or as a sub-consultant to ESA.
Docusign Envelope ID: 9DB32912-19D0-41E8-ACE8-82408BB907DB
