5
San Leandro Baylands “North Marsh” Hydrology and Ecological Opportunities Assessment Proposal

cross-section survey profiles, and photo plates, and will be presented as an attachment to the Wetland
Condition and Management Recommendations Report (see Task 3.2).
 Time series tide data in .csv format (or similar).
 Photo documentation photographs in zipped .jpg format or similar.

Task 2.2: California Ridgway’s Rail (CRR) Habitat Suitability Assessment
and Recommendations
Description
While a Ridgway’s Rail survey was conducted in 2023 for the San Leandro baylands area, the pending
treatment of invasive hybrid Spartina in North Marsh will likely cause habitat in that area to become less
favorable for CRR. The existing population can be expected to move to the less densely populated
adjacent marshes.
Anticipating this dynamic, two (2) ESA avian habitat experts will map the current and potential habitat
suitability for CRR in Bunker Marsh, East Marsh, and southeast Citation Marsh. This qualitative but
spatially explicit mapping will record dominant vegetation in the marshes analyzed and include reasons
why some areas would be more suitable for CRR than others. If appropriate, analyzed areas may be
ranked according to their habitat suitability. Informed by this habitat suitability analysis, ESA will
provide recommendations on enhancing areas with lower densities of CRR to facilitate dispersal and
increase the chances of survival.
Assumptions
 One (1) on-site day with two (2) staff to complete on-site habitat suitability mapping.
Deliverables
 A CRR Assessment and Recommendations section informed by the on-site habitat suitability
assessment will be written and delivered under Task 3.2 (Wetland Condition and Management
Recommendations Report).
Task 2.3: Qualitative Vegetation Assessment
Description
Due to the range of existing conditions within the San Leandro baylands, including numerous marshes in
various stages of treatment for the invasive hybrid Spartina, ESA recommends a qualitative vegetation
assessment, conducted by biologists experienced in San Francisco Bay tidal marshes, to document the
vegetation conditions present at the site. This assessment will include discussion of plant diversity, cover,
biotic structure, invasive plant populations, and habitat quality for focus wildlife species.
This assessment intends to include all marshes within the San Leandro baylands; however, the project
team may focus on certain marsh areas over others based on information gathered during the background
literature review and desktop-based analysis as well as initial impressions from on-site assessments or
City direction. ESA will provide opportunities or recommendations to improve the vegetation and habitat
conditions.
Docusign Envelope ID: 9DB32912-19D0-41E8-ACE8-82408BB907DB
