January 20, 2026City Council Minutes The City Council took a 10-minute recess at 9:02 p.m. Enactment No: Min Order 2026-005 10d.26-016 Council Discussion and Direction to Act by Minute Order on Potential Discipline of Councilmember Simon Under Chapter 1.13 of the San Leandro Administrative Code Pursuant to Councilmember Bowen’s Internal Request for Discipline Submitted on October 24, 2025 Comments were made by ten people. A motion was made by Mayor González, seconded by Councilmember Viveros-Walton to accept the findings of the investigation report pertaining to Councilmember Simon. The motion CARRIED by the following vote: Ayes: 4 - Boldt, Bowen, Viveros-Walton, González Noes: 3 - Aguilar, Azevedo, Simon A motion was made by Councilmember Viveros-Walton, seconded by Councilmember Aguilar, to extend the meeting to 10:30 p.m. The motion CARRIED by the following vote: Ayes: 7 - Aguilar, Azevedo, Boldt, Bowen, Simon, Viveros-Walton, González A motion was made by Councilmember Bowen, seconded by Councilmember Viveros-Walton, that there should be disciplinary action. The motion CARRIED by the following vote: Ayes: 4 - Boldt, Bowen, Viveros-Walton, González Noes: 2 - Aguilar, Azevedo Excluded: 1 - Simon Councilmember Azevedo left the meeting at approximately 10:07 p.m. A motion was made by Councilmember Viveros-Walton, seconded by Councilmember Aguilar, to extend the meeting to 10:45 p.m.The motion CARRIED by the following vote: Ayes: 5 - Aguilar, Bowen, Simon, Viveros-Walton, González Noes: 1 - Boldt Absent: 1 - Azevedo Councilmember Azevedo rejoined the meeting at approximately 10:23 p.m. A motion was made by Councilmember Bowen, seconded by Councilmember Viveros-Walton, for disciplinary action in the form of a statement of disapproval and an admonition.
