IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2011 -100 <br /> RESOLUTION SUPPORTING THE PROPOSED JOINING OF ST. ROSE AND SAN <br /> LEANDRO HOSPITALS AS A DISTRICT HOSPITAL SYSTEM WITHIN ALAMEDA <br /> COUNTY <br /> WHEREAS, the threatened closure of San Leandro Hospital as a full- service acute care <br /> and emergency services facility represents a devastating potential loss of vital healthcare services <br /> to the citizens of San Leandro and central Alameda County; and <br /> WHEREAS, the Eden Township Healthcare District proposes to support the health care <br /> needs of the people living within the Eden area by designating San Leandro Hospital and St. <br /> Rose Hospital as full- service acute care district hospitals operating under the authority of the <br /> Eden Township Healthcare District; and <br /> WHEREAS, healthcare services are of vital importance to the Eden Township <br /> Healthcare District that encompasses the Cities of San Leandro and Hayward, and the <br /> unincorporated areas of San Lorenzo, Castro Valley, Ashland, Cherryland and Fairview; and <br /> WHEREAS, the emergency room services at San Leandro Hospital are in great need as <br /> is evidenced by more than 27,000 visits at San Leandro Hospital in 2009; and <br /> WHEREAS, Alameda County has only 2.3 beds per 1,000 residents well below the <br /> national average of 3.3 beds for every 1,000 residents, and thus the closure of San Leandro <br /> Hospital will severely limit access to healthcare services in the County; and <br /> WHEREAS, the lack of a hospital for the residents served by San Leandro Hospital will <br /> impact the capacity ability of the nine remaining acute hospitals in Alameda County which are <br /> already overburdened and subject to emergency room diversion; and <br /> WHEREAS, the District proposal would allow San Leandro Hospital to regain its license <br /> and remain fully operational including emergency room and acute care; and <br /> WHEREAS, the District proposal of joining San Leandro and St. Rose Hospitals <br /> represents a comprehensive solution that offers enhanced access to two full- service seismically <br /> safe hospitals and emergency rooms without large ongoing financial subsidies, while achieving <br /> cost savings, efficiency of operation, elimination of duplication of services, and accountability to <br /> the voters of Eden Township; and <br /> WHEREAS, District Hospital status will permit San Leandro Hospital and St. Rose <br /> Hospital to maintain their role as leading employers within the District; and <br />
