City of San Leandro <br />City Council <br />Meeting Date: January 3, 2023 <br />Agenda Number: 10.i. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 22-730 <br />File Type: Staff Report <br />Adopt a Resolution to Authorize the Upgrade of Full Time Equivalent positions in the Information <br />Technology Department and the City Manager’s Office <br />COUNCIL PRIORITY <br />·Infrastructure <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve and adopt a resolution to authorize upgrading <br />the position allocation of: <br />1.Information Technology Department <br />a.Assistant Information Technology Manager to Information Technology Manager and, <br />b.Part-time Audio-Visual Services Operator to part-time Information Systems <br />Support Technician <br />2.City Manager’s Office <br />a.Management Analyst I position to Public Information Officer <br />BACKGROUND <br />The Information Technology (IT) Department is responsible for the City’s core technology <br />infrastructure, cybersecurity, personal computing devices and business applications. In order to <br />improve the reliability, resiliency and operational capabilities of the City’s technology <br />infrastructure, the Information Technology Manager position is proposed. The proposed part-time <br />Information Systems Support Technician will provide critical audio/video support to City Council, <br />boards, and commissions as well as operational Helpdesk support to City staff. <br />The City Manager’s Office has prioritized communication and transparency to the community and <br />within the organization. In support of increasing the public’s awareness of the City’s services and <br />programs, and improve messaging of strategic priorities across City departments, a dedicated <br />Public Information Officer is proposed. <br />Analysis <br />The proposed Information Technology Manager position will oversee the City’s technology <br />network, server, and data storage infrastructure as well as Helpdesk operations. The IT <br />Department is in the process of developing an infrastructure and cybersecurity roadmap to <br />improve the safety and reliability of the City’s sensitive data and technology infrastructure.
