<br />CITY OF SAN LEANDRO <br /> <br />STAFF REPORT <br /> <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br /> <br />TO: <br /> <br />John Jermanis, City Manager. 1\ ~ / <br /> <br />Carolyn Knudtson, Director~~ <br />Recreation and Human Services <br /> <br /> <br />DATE: <br /> <br />May 14, 2007 <br /> <br />FROM: <br /> <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> <br />RESOLUTION ADOPTING THE MEMORANDUM OF UNDERSTANDING BETWEEN <br />THE SAN LEANDRO UNIFIED SCHOOL DISTRICT (DISTRICT) AND THE CITY OF SAN <br />LEANDRO RECREATION AND HUMAN SERVICES DEPARTMENT (CITY) FOR THE <br />JOINT IMPLEMENTATION AND OPERATION OF THE PROPOSITION 49 AFTER- <br />SCHOOL EDUCATION AND SAFETY (ASES) GRANT PROGRAM. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommends that the City Council pass a Resolution adopting a Memorandum of <br />Understanding between the San Leandro Unified School District and the City of San Leandro <br />Recreation and Human Services Department for the joint implementation of the After-School <br />Education and Safety Grant Program. The MOU outlines the services provided by the District <br />and the City, which of those services are reimbursable by the District to the City and the <br />reimbursement process. <br /> <br />BACKGROUND <br /> <br />In anticipation of receiving ASES grant funds from the State to run after-school programs, the <br />District invited staff from the City, Girls Incorporated, Davis Street, San Leandro Boys and Girls <br />Club and other for profit and nonprofit agencies to address how they would run after-school <br />programs for the District if the District received grant funding. <br /> <br />Upon receiving notification in January of ASES grant funding, the District asked the City to <br />operate four of the five sites that received funding. The program needed to begin February 1, <br />2007, to receive the full funding available for that year. The City after-school Kids Club <br />program was already running at the four sites so the transition was not difficult. The fifth school, <br />McKinley, chose San Leandro Boys and Girls Club to operate their program, but requested that <br />the City maintain the existing Kids Club program. McKinley students have the option of staying <br />on-site for Kids Club or being bused to the ASES program at the Boys and Girls Club. <br /> <br />On February 5, 2007, a letter of agreement between the District and the City was signed in good <br />faith as the details ofthe program and the MOU were discussed and the MOU prepared. <br /> <br />, <br />
