This <br />agreement is only for the joint use conduit; the City streetlights will be replaced under a separate, <br />forthcoming, construction contract. <br />SUMMARY AND RECOMMENDATION <br />AT&T is the lead agency on a project to underground utilities on East 14th Street from 150th <br />Avenue to the southernl City limits. As the lead agency, it has prepared plans for the construction <br />of the underground conduits required by itself, Pacific Gas and Electric (PG&E), Comcast, and <br />the City. The conduits required by the City will be used to provide power to new street lights <br />along the roadway. The work will be bid by AT&T and awarded to the lowest responsible <br />bidder. <br />Staff recommends authorizing the City Manager to enter into an agreement with AT&T for <br />construction of underground street light conduits. <br />BACKGROUND <br />In accordance with Chapter 5-3 of the San Leandro Municipal Code a master plan for <br />undergrounding of utilities was created and then updated in 1992. East 14th Street is included as <br />an underground utility street in the master plan, and in October 1999 the City Council created an <br />underground utility district encompassing the project area. <br />PG&E assumed the role of project lead in 2000 and began working on project plans. <br />Unfortunately, in 2001 PG&E declared bankruptcy and suspended work. In late 2001 Pacific <br />Bell Telephone Company (DBA SBC California) agreed to become the lead agency, and work <br />on project plans continued. When SBC California became AT&T in 2005 the project stalled <br />until a new project manager was assigned. <br />_. <br />John ermanis <br />City pager <br />
