CITY OF SAN LEANDRO <br />CITY COUNCIL/RI~DEVELOPMENT AGENCY <br />STAFF REPORT <br />DATE: April 7, 2008 <br />TO: John Jermanis, City Manager <br />FROM: Uchenna Udemezue, P.E., Director- ~ <br />Engineering and Transportation Dep rtment <br />BY: Kenneth Joseph, P.E., City Engineer <br />SUBJECT/PROJECT DCSCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Jol Jennanis <br />Ci anager <br />MATTER OF APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR <br />BIDS ON THE DOWNTOWN LIGHTING AND PEDESTRIAN IMPROVEMENT <br />PROJECT, PROJECT NO. 07-96I -83-054 <br />SUMMARY AND RECOMMENDATION: <br />Staff recommends approval of plans and specifications and calling for bids for the <br />Downtown Lighting and Pedestrian Improvement Project. <br />BACKGROUND <br />Analysis <br />This project includes decorative street lighting improvements in the downtown area (an <br />area bordered by East 14th Street, Davis Street, Hays Street, Juana Avenue, and Parrott <br />Streetj. The West Joaduin entrance south of East 14t~' Sheet will be closed to create a <br />new pedestrian plaza and two City-owned parking lots will be reconstructed in the area. <br />These improvements are in conformance with the recommendations of the Central San <br />Leandro/BART Area Revitalization Strategy, the Downtown Plan and Urbau Design <br />Guidelines, and the Transit-Oriented Development Strategy. <br />Current City Council Policy <br />• The project complements other recently completed downtown improvements, such as <br />the History Museum/Art Gallery, the West Estudillo Pedestrian Comiection, the <br />History Walk, and ornamental lighting on East I4th and Davis Streets <br />
