CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: April 7, 2008 <br />TO: Jolla Jermanis, City Manager <br />FROM: Uchenna Udemezue, Director <br />Engineering and Transportati n Department <br />BY: Mark Goralka, Associate Engineer <br />Engineering and Transportation Department <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />r <br />Johermanis <br />Cit �nager <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT OF <br />EASEMENT TO THE DEPARTMENT OF TRANSPORTATION ("CALTRANS"), FOR A <br />557 SQUARE FOOT PORTION OF THE PROPERTY LOCATED AT 13909 EAST 14T" <br />STREET <br />The easement is necessary to accommodate the traffic signal, which is one of the improvements <br />to be undertaken as part of the overall Senior Center project. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council grant the Department of Transportation (Caltrans) a 557 <br />square foot permanent easement on the property located at 13909 East 14"' Street for the <br />construction, reconstruction, repair, operation, and maintenance of traffic signal equipment, <br />including poles, detector loops, conduits, traffic boxes and related appurtenances associated with <br />the traffic signal at 138`x' Avenue and State Route 185 (East 10' Street). <br />BACKGROUND <br />The senior center project consists of a 21,000 square foot building capable of supporting existing <br />and future programs and also function as the City's Emergency Operations Center. <br />The City is working closely with the San Leandro Hospital (operated by Eden Township <br />Healthcare District) on this project. The senior center building will be located at 13909 East <br />14th Street on a parcel acquired from San Leandro Hospital. The hospital, in turn, acquired an <br />adjacent former auto dealership site at 13889 East 14th Street, which will allow for a new <br />entrance driveway and a shared parking lot between the senior center and hospital. <br />As part of this project, the City will install a new traffic signal on East 14t" Street at the entrance <br />to San Leandro Hospital and the Senior Center. Caltrans requires easements from both parties to <br />accommodate the signal. <br />
