Sims, Community Development Director.~'~ <br />Tom Liao, Housing/CDBG Manager ~~ <br />Steve Hernandez, Housing Specialist`,: <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />MATTER OF APPROVING COMNI[JNTTY DEVELOPMENT BLOCK GRANT (CDBG) <br />AGREEMENTS FOR FY 2008-2009 BETWEEN THE CITY OF SAN LEANDRO AND CDBG <br />SUBRECIPIENTS FOR PUBLIC SERVICES GRANTS AND NON-PROFIT CAPITAL <br />IMPROVEMENT PROJECT (CIP) LOANS. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council approve a resolution to enter into five public services <br />grant agreements with the following service providers: Building Futures With Women and <br />Children ($30,000), Davis Street Family Resource Center ($26,151), Project Literacy ($30,000), <br />and Eden Council for Hope and Opportunity Housing (ECHO) for fair housing services <br />($14,000) and landlord-tenant counseling services ($29,750), as well as four capital improvement <br />project (CIP) loan agreements with the following projects: Building Futures With Women and <br />Children -Sister Me Home Safe House ($50,000), Family Service Counseling and Community <br />Resource Center ($40,000), Spectrum Community Services ($40,000), and Bay Area Community <br />Services -Woodroe Place ($25,000). These CDBG projects were authorized by the City <br />Council on April 21, 2008, in the FY 2008-2009 Consolidated Action Plan. <br />BACKGROUND <br />The City of San Leandro has contracted with and awarded CDBG public services funds to <br />BFWC, DSFRC, Project Literacy, and ECHO in previous years, including FY 2007-08. These <br />organizations have continued to meet their annual objectives and provide needed services to San <br />Leandrans. These organizations applied for public services funds under the City's Community <br />Assistance Program in January 2008 and were recommended for CDBG funding for FY 2008-09 <br />and FY 2009-10 by the Human Services Commission on February 27, 2008. However, CDBG <br />funding for FY 2009-10 is dependent upon the City's annual entitlement grant from HUD and <br />the performance of each service provider in FY 2008-09. <br />The City of San Leandro has awarded CDBG capital improvement project funds to BFWC - <br />Sister Me Home Safe House, FSCCRC, Spectrum Community Services, and BACS -Woodroe <br />
