CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: September 2, 2008 <br />TO: John Jermanis, City Manager <br />FROM: Uchenna Udemezue, Director <br />Engineering and Transportation D~ artment <br />BY: Kenneth Joseph, City Engineer ~~~,~ <br />F <br />t! <br />I <br />SUBJECT PROJECT/PROJECT DESCRIPT ON: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />~` <br />Jo ~Termanis <br />Cit anager <br />RESOLUTION ACCEPTING THE WORK FOR THE WASHINGTON MANOR LIBRARY, <br />PROJECT NO. 210-69-146. <br />SUMMARY AND RECOMMENDATION <br />The work includes demolition of the old library at 1307 Manor Boulevard and construction of <br />the new library building at 1241 Manor Boulevard; including a parking lot and landscaping. <br />Staff recommends acceptance of the work, filing of the Notice of Completion, and upon <br />completion to the satisfaction of the City Engineer of the one-year maintenance period, hereby <br />authorizes the City Manager to release the Maintenance Bond for the subject project. <br />BACKGROUND <br />Analysis <br />Council awarded the construction contract to Krama, Inc. on March 7, 2005. Krama, Inc. <br />substantially completed the work on February 3, 2007 but then failed to perform the remaining <br />work on the project. The City declared Krama, Inc. in default on the contact on September 21, <br />2007 and asked the surety, Washington International Insurance Company, to complete the work. <br />The City and the Washington International Insurance Company entered into an agreement for the <br />completion of the work on February 13, 2008, and the Washington International Insurance <br />Company has now completed all field work and submitted all required paperwork. <br />Current City Council Policy <br />Not Applicable <br />Previous City Council Action(s) <br />• On April 12, 2004, by Resolution No. 2004-054, the City Council approved the plans and <br />specifications and authorized the call for bids <br />• On July 19, 2004 by, Resolution No. 2004-128, the City Council rejected all bids <br />
