Hollister <br />City Manager <br />FROM: Luke Sims, Community Development Director <br />4 <br />BY: Kathleen Livermore, Planning Manage ~~ ~ ~ -~----~-_ <br />~- <br />SUBJECT PROJECT/PROJECT DESCRIPTION <br />RESOLUTION APPROVING AMENDMENT TO CONTRACTUAL SERVICES <br />AGREEMENT (CSA) BETWEEN THE CITY OF SAN LEANDRO AND PBS&J RELATED <br />TO PREPARING THE ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE KAISER <br />PERMANENTE SAN LEANDRO MEDICAL CENTER/MARINA POINT MIXED-USE <br />DEVELOPMENT PROJECT IN SAN LEANDRO IN AN AMOUNT NOT TO EXCEED <br />$737,007 (ADDITIONAL AMOUNT OF $249,393 ADDED TO ORIGINAL AMOUNT OF <br />$487,614; COST TO BE REIMBURSED IN ITS ENTIRETY BY ICI DEVELOPMENT <br />COMPANY AND KAISER) <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council approve a contractual services agreement amendment <br />with PBS&J, for an amount not to exceed $737,007 to prepare the Environmental Impact Report <br />for the ICI Development Company Retail and Mixed-use Development/Kaiser Medical Center <br />Project in San Leandro. <br />BACKGROUND <br />A Request for Proposals (RFP) was distributed in March of 2006 to select an environmental <br />consultant to prepare an Environmental Impact Report (EIR) for a Kaiser replacement hospital <br />and a retail shopping center. On September 18, 2006, the San Leandro City Council approved a <br />Contract Services Agreement with EIP, a Division of Post, Buckley, Schuh & Jernigan, Inc. <br />(PBS&J) to prepare the EIR. In early 2007, Kaiser Permanente put their application on pause <br />and ICI Development Company moved forward with a revised project description and another <br />Contract Services Agreement was approved by the City Council on July 30, 2007. A Notice of <br />Preparation was prepared in late 2007 and a scoping session was held in January, 2008. Under <br />this project description, one of the options for land use of the southern 35 acres of the site was <br />the Kaiser replacement hospital. <br />Kaiser Permanente has determined that they are now ready to rejoin the development application <br />with a specific project description for their proposed medical facilities.
