Hollister, City Manager <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />~ep eil Hollister <br />City Manager <br />Luke Sims, Community Development Directo~f <br />Torn Liao, Housing/CDBG Manager TL <br />Jean Hom, Housing Specialist II c~"~~ <br />PROJECT DESCRIPTION: <br />RESOLUTION APPROVING MEMORANDUM OF UNDERSTANDING BETWEEN BUII.DING <br />FUTURES WITH WOMEN AND CHILDREN AND THE CITY OF SAN LEANDRO <br />ESTABLISHING A PARTNERSHIP IN A FEDERALLY-ASSISTED HOMELESSNESS <br />PREVENTION AND RAPID RE-HOUSING PROGRAM TO CREATE A REGIONAL HOUSING <br />RESOURCE CENTER AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO <br />EXECUTE AND DELIVER RELATED DOCUMENTS AND INSTRUMENTS. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council 1) approve a Memorandum of Understanding (MOU) <br />between Building Futures with Women and Children (BFWC) and the City of San Leandro in <br />afederally-assisted Homeless Prevention and Rapid Re-Housing Program (HPRP) to create a <br />regional Housing Resource Center and 2) authorize the City Manager or his designee to <br />execute and deliver the MOU and such other documents and instruments and to take such <br />other actions as necessary to carry out the intent of this resolution. <br />BACKGROUND <br />Under the American Recovery and Reinvestment Act (ARRA) of 2009, Congress designated <br />$1.5 billion to create the HPRP fund. Of this amount, six local jurisdictions, including <br />Alameda County, received $7.5 million in direct allocations from the Department of Housing <br />and Urban Development (HUD) as entitlement grantees. Six other local jurisdictions within <br />Alameda County, including the City of San Leandro, were designated by HUD as non- <br />entitlement jurisdictions and could apply individually or jointly with other organizations for <br />HPRP funds through the State of California's Housing and Community Development <br />Department's (State HCD) competitive grant process. The City joined with the nonprofit <br />BFWC, as lead applicant and agency, and other partner agencies, including Davis Street <br />
